Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

DESCRIPTION

THE HAYWARD AREA RECREATION AND PARK DISTRICT

 The Hayward Area Recreation and Park District is an independent special use district providing park and recreation services for over 275,000 residents living within a 64 mile area which includes the City of Hayward, Castro Valley, San Lorenzo and the unincorporated Ashland, Cherryland and Fairview districts.  The Park District, known locally as  "H.A.R.D." is the largest recreation district in the State of California.  The mission of the Park District is improving the quality of life for citizens of all ages by providing a variety of recreational activities, special events, facilities and services that encourage lifelong learning, fitness and fun.

 THE POSITION

 The incumbent of this single position class assists the General Manager in the planning, organization and coordination of the District’s activities. The Assistant General Manager represents the General Manager at conferences and meetings and other relationships as assigned by the General Manger, and when directed, acts in the General Manager’s absence. This position oversees the administration of the District's personnel services activities including, employee relations, labor negotiations, maintenance of personnel records, processing of personnel transactions and coordination of employee performance evaluations.  Responsibilities also include oversight of the District's payroll system, risk management activities and information systems. The Assistant General Manager exercises administrative and professional judgment with latitude for independent action and initiative; assists with public relations and the stimulation of interest and understanding of the Recreation and Park District. This position receives supervision through conferences with, and review by, the General Manager.

 THE IDEAL CANDIDATE

In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:

•Demonstrated expertise in successful team-building by developing direction and structure for subordinates to facilitate accomplishment of identified goals.
•Solid experience in managing work groups by instructing and advising subordinates, assigning and delegating workload and tracking and evaluating performance.
•Sound decision maker with the ability to identify & understand complex problems and concepts, apply logical thinking and quantitative methods of gathering and analyzing information and exercise good judgment based on available data, design solutions to problems, formulate and articulate action plans proactively and collaboratively.
•Strong leader who aligns the District’s vision and values by inspiring, advising and facilitating goal accomplishment.
•Great communicator and listener, quick and clear thinker who can clearly articulate information to multiple forums, both verbally and in writing. 
•Strong collaborator, adept in identifying opportunities and taking action to build strategic relationships to help achieve District goals.
•Individual who is able to respond quickly in a changing environment and provide quality solutions to solve problems.

MINIMUM QUALIFICATIONS

A combination of training and experience which demonstrates that a person has obtained the required knowledge and is able to perform the required work (with reasonable accommodation, if needed). A person with the following combined training and experience would typically qualify to compete in a selection process.

Education:

Possession of a Bachelor’s Degree from a recognized college or university with specialization in Recreation, Business Administration or in a closely related field,

AND

Experience:

The equivalent of  five (5) years of increasingly responsible full time professional experience directing park and recreation activities, at least three (3) years of which was in a position requiring program responsibility and supervision of professional and sub-professional personnel.

 

Valid California Motor Vehicle operator’s license and a good driving record.

The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

 

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

•Principles of finance, business and of personnel administration; philosophy and objectives of the public recreation movement; and related community needs and resources.
•Facilities and equipment required for a comprehensive recreation and park program.
•Means of obtaining cooperation from the public and enlisting support in building a broad recreation and park program.
Ability to:

•Gather and analyze data relating to the administration of a Park and Recreation District.
•Deal effectively with District Staff and the public.
•Communicate effectively orally and in writing.
•Withstand sustained periods of sitting while intermittently operating keyboards, twisting and reaching to operate other equipment without incapacitating adverse effect.
•Exercise sound judgment within general policy guidelines.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.  CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.  We reserve the right to make changes to the announced examination components.

BENEFITS

EMPLOYEE BENEFITS: 

-Ten (10) working days paid vacation each year; fifteen (15) days after five (5) years of service; and twenty    (20) days after thirteen (13) years of service.

-Sick leave is accrued at the rate of one (1) day per month.
