DESCRIPTION

The Position:
Alameda County has a fantastic opportunity for a Departmental Personnel Officer II. We are seeking proactive and resourceful/self starter individuals for this multifaceted role. Demonstrate your ability to manage a diverse workload as you balance project-oriented tasks and work as an integral team member of Alameda County. In this multifaceted role, you will take ownership of a variety of core HR functions, including employee selection/staffing and onboarding processes, employee and labor relations, workers compensation, performance evaluations, policy and procedure improvements and other related duties.  Under general direction, Departmental Personnel Officers II's perform professional, human resources management work in a County department or agency assisting, developing and maintaining a program of human resources management and administration. Positions may be required to supervise professional HR staff as well as a team of support staff.

The current vacancy is in the Alameda County, Health Care Services Agency.  The Health Care Services Agency is comprised of four major departmental areas:  Agency Administration, Behavioral Health Care Services, Environmental Health, and Public Health with a workforce of 1500 FTEs and growing.  The Department Personnel Officer II serves as a strategic business partner to internal and external constituents and is responsible for the human resources management functions for a major department within the Agency.  

Key responsibilities include (but not limited to):
• Work with management to develop and implement HR plans and solutions in order to achieve strategic business initiatives and deliver results
• Apply a thorough understanding of departmental mission, values, goals and relevant business operations in order to balance HR and business priorities while executing key HR strategies and  initiatives
• Functions as a strategic business partner to managers and employees
• Provides technical advice and recommendations to managers and employees regarding department's rules, regulations and procedures; researches and interprets department/agency policies and procedures, memorandum of understandings and other personnel related matters.
• Plan and conduct employee orientations and onboarding program
• Gather and report feedback on current onboarding program to facilitate improvements when needed
• Participate in formulating, developing, and updating HR policies and procedures and other employee tools and resources
• Keeps abreast of and ensure compliance with laws, court decisions, and trends affecting HR policies and procedures (FLSA, FMLA, COBRA, ADA, etc.)
• Assist with issues related to legal compliance and regulations
• Track training and compliance requirements for department
• Assist in the employee performance review process-advise department managers in ongoing coaching, counseling and performance management guidelines and best practices
• Review, edit, and approve all written employee warnings prior to being issued
• Investigate, document, and resolve employee concerns and complaints
• Conduct investigations in response to Employee Relations issues and recommend/implement courses of action based on investigation results.
• Partner with managers to retain, develop and motivate people to achieve their fullest potential.
• Collaborate with managers in employee development and talent planning decisions-identify training and development needs; coordinate with HR department to design and conduct training initiatives to develop organizational talent across all levels.

The Ideal Candidate:
In addition to meeting the minimum qualifications for the position, the ideal candidate will have a proven track record providing professional level human resources experience planning, administering and advising on human resources related activities to maximize the strategic use of human resources and maintain functions as recruitment, training, employee relations, personnel policies and regulatory compliance.  Additionally, successful candidates should have prior experience supervising in an HR environment and will need to demonstrate strong proficiency in the following key areas: customer service/focus, effective communication skills, timely response, excellent time management and organizational skills, succession/workforce planning, and possess a high degree of interpersonal skills to establish and maintain effective working relationships with employees, including tact to handle sensitive personnel matters.  Must be able to deal with personnel matters in a highly confidential, objective and professional manner. Professional certifications related to HR are highly desired.

MINIMUM QUALIFICATIONS

Either I

The equivalent of two years of full time experience in the class of Departmental Personnel Officer I in the Alameda County classified service. (Non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts.)

Or II
Education:

Possession of a Bachelor's degree in a relevant field from an accredited college or university.

AND
Experience:

The equivalent of four years full time professional level personnel experience that provided a combination of the following experience: labor relations, interpreting labor agreements, handling of employee grievances and disciplinary actions, classification studies, compensation studies, or participation in the selection of employees for a variety of occupational classes. Two years of the required experience must have been in a supervisory capacity.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION. We reserve the right to make changes to the announced examination components.
