THE AGENCY About The Alameda County Sheriff's Office The Alameda County Sheriff's Office is a full-service law enforcement agency accredited through the Commission on Accreditation for Law Enforcement Agencies (CALEA) and the American Correctional Association (ACA). Additionally, the agency's health care provider, Prison Health Services, has dual accreditation through the National Commission on Correctional Health Care (NCCHC) and the California Medical Association (CMA). Together these form what is referred to as the "Triple Crown" of accreditation (ACA, NCCHC/CMA and CALEA) awarded by the National Sheriff's Association. Additionally, the Sheriff's Office Crime Lab is nationally accredited by the American Society of Crime Laboratory Directors (ASCLD). The Sheriff's Office Explosive Ordinance Disposal Unit has also been awarded national accreditation through the Bomb Squad Commanders Advisory Board. The Sheriff's Office has a current adjusted net budget of approximately $185.7 million and has over 1500 authorized positions, including in excess of 1000 sworn personnel. The agency's Chief Executive Officer is Sheriff Gregory J. Ahern, who is assisted in the operation of the agency by Undersheriff Richard T. Lucia, Assistant Sheriff's Brett Keteles and Casey Nice. The Sheriff of Alameda County is responsible for a vast array of tasks and duties, including the following:

THE POSITION
Under the general direction of the Emergency Services Supervisor, plans and coordinates the Alameda County emergency management and disaster preparedness program, and performs related work as required.
DISTINGUISHING FEATURES
The incumbent of this position plans, staffs, coordinates, and directs the various programs and activities of the County Office of Emergency Services and coordinates, as the lead agency in the Alameda County Operational Area, information and resources during declared emergencies. This position differs from the next higher position, Emergency Services Supervisor, by the latter position having responsibility for the supervision of staff. Incumbents must be willing to be on call and available on a 24 hour a day basis.

The most suitably qualified candidates will possess the following competencies:
Knowledge of:
• Emergency services administration, program development and evaluation.
• Principles and practices of management necessary to plan, organize, direct, manage and evaluate the staff and functions of an emergency preparedness, recovery and response operation.
• Aspects of emergency services administration including appropriate methods, procedures and technical expertise.
• State and federal laws and ordinances related to local and regional disaster preparedness, response and recovery.
• Technology, trends and techniques in the areas of emergency and disaster preparedness, response, relief and recovery.
• Principles and practices of public administration, organization, budget, management analysis, supervision, personnel management, employee relations, modern information systems applications, and organization development.
• The National Incident Management System (NIMS) Incident Command System (ICS), Operational Area Satellite Information System (OASIS), Standardized Emergency Management System (SEMS.
Ability to:
• Plan, organize, manage and evaluate the staff and functions of an emergency preparedness, recovery and response operation.
• Direct and coordinate all levels of personnel and aspects of emergency services administration in an actual emergency or disaster situation.
• Determine emergency service and disaster preparedness program objectives and priorities to achieve an integrated, focused approach to achieve those objectives.
• Formulate and implement policies, plans and procedures for monitoring and reviewing OES responses in a time of disaster; analyze and evaluate statistical data and reports related to emergency services, and prepare periodic reports required by county, state and federal agencies.
• Write and/or approve and coordinate budget requests and claims for reimbursement of funds.
• Interpret, apply and explain county policies and state and federal legislation related to emergency services.
• Effectively manage, train, develop and motivate staff.
• Keep informed of new technology, trends and techniques in the areas of emergency response and disaster relief including computer programs associated with the maintenance and update of the emergency response plans.
• Communicate effectively.
• Use a variety of communication methods to negotiate and gain acceptance, cooperation and agreement of plans, activities and programs.
