DESCRIPTION

Under direction, to supervise the maintenance, and repair activities of the Flood Control District pumping plant operations countywide; and to perform related work as required.

DISTINGUISHING FEATURES

The Pump Station Supervisor is the first-line supervisor responsible for the day-to-day operations of pumping plants located in Alameda County. The incumbent is also responsible for personally performing the more complex pump maintenance and repair work. This class is distinguished from the Bridge and Pump Superintendent in that the latter class has overall program and policy responsibility for pumping plant functions.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes and directs the operation and maintenance of large pump systems including pumps, gear drive components, engine and motor assemblies and all control and recording devices. Maintains and repairs heat exchanger systems, hot and cold water systems, electric power, light, communication and alarm systems.

2. Directs, requisitions and maintains inventory of all necessary supplies, equipment and tools for the maintenance of all flood Control District pump stations.

3. Supervises the maintenance and repair of mechanical and electrical equipment in pump stations and along pipeline facilities; supervises necessary pipe fitting and plumbing, including modification or installation.

4. Makes recommendations on the modification of pump station equipment and facilities; obtains, supervises and inspects contractors hired to accomplish work modifications or directs and supervises modifications being done by County workers.

5. Prepares work schedules and work assignments for subordinate personnel; develops and implements training programs and preventive maintenance programs.

6. Responds to emergency calls and directs pump station personnel as required during emergency operations; performs stand by duty.

7. Reviews plans and specifications for new pump station construction and/or improvement contracts for existing pump stations.

8. Responds to inquiries complaints, personnel actions and special interest from the general public, cities and County personnel.

9. Maintains all drawings, and computer databases of all equipment and electrical systems for each pump station.

10. Assists in the development and the maintenance of a Supervisory Control and Data Acquisition (SCADA).

11. Assists in the development of budgets goals, objectives and work plan for the pump section.

MINIMUM QUALIFICATIONS

Either I

Experience:

The equivalent of four years full-time experience in the Alameda County service, working with the type of equipment used in the maintenance and repair of Flood Control pump stations.

Or II

Experience:

The equivalent of five years of progressively responsible, full-time experience in electrical and mechanical equipment (over 50 h.p.) repair work at the journey level, of which two years of work experience must have been in a supervisory capacity.

License : Possession of a valid California Class C Driver’s License.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledges and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Governmental regulations and codes relating to the operation and maintenance of pumping plants.
• Methods, tools and equipment used in the skilled trades necessary for the maintenance and repair of diesel engines, generators and high volume pumps.
• Operations and repair of a wide variety of power driven pumping, heating, ventilating and temperature control equipment.
• Pump station machinery, equipment and tools necessary for their proper care.
• Cathodic protection, corrosion prevention systems and methods of prevention or repair.
• Computers and computer system related to the work.
• Basic elements of supervision and budgeting.
• Electrical schematics and mechanical drawings.

Ability to:

• Direct the day-to-day maintenance and operation of Pumps Stations.
• Assist in planning and organizing all phases of work relevant to pump station operations and maintenance.
• Keep detailed records of maintenance work.
• Use tools and equipment required to perform large maintenance and repair work.
• Instruct others in pump maintenance and repair.
• Read and work from complex blueprints and CADD drawings.
• Make decisions.
• Plan and organize.
• Communicate effectively both orally and in writing.
• Train and supervise all pump maintenance personnel.
• Act quickly and judiciously in emergency situations.

Working Conditions

Duties require sitting, standing, walking on level and uneven surfaces; climbing stairs and ladders; working at extreme heights above water; balancing on steel structures; working underground and near traffic. Incumbents, while conducting inspections, supervising others or performing repair activities may be required to stoop, kneel and squat. Duties may require pulling weights over 50 pounds or lifting weights over 25 pounds. The incumbent may work indoors and outdoors in all weather conditions; around loud noises, paint fumes, paint chips, dust from grinders, and electrical hazards; near operating pumps.
