DESCRIPTION
Under general direction, to assist in the planning, managing, coordinating and supervising the operation, maintenance and repair of all estuary drawbridges.

DISTINGUISHING FEATURES

The Bridge Supervisor is the first-line supervisor responsible for 24-hour maintenance, operation and repair of estuary drawbridges located in Alameda County. The incumbent is also responsible for personally performing the more complex bridge maintenance and repair work. This class is distinguished from the Bridge and Pump Superintendent in that the latter class has overall program and policy responsibilities.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes and supervises the operation and maintenance of six estuary drawbridges including servicing and overhauling switches, relays, generators, motors, governors, photoelectric controls, timing devices and other equipment; also adjusting, repairing, or replacing hydraulic brakes, reducing gears, traffic gates mechanisms, shims, bearing and pumps, tail locks, and other mechanical and electrical systems.

2. Maintains and repairs hot and cold water systems, electric power, light, communication and alarm systems.

3. Directs, requisitions and maintains inventory of all necessary supplies, equipment and tools for the maintenance of all estuary drawbridges; reviews log entries and reports of bridge tenders.

4. Inspects all bridges regularly to check mechanical condition, notes repairs needed and assists bridge tender with operating or maintenance problems; plans needed repairs and replacements and submits estimates; supervises new electrical and mechanical installations as required.

5. Coordinates with Federal, State and local agencies to assure compliance with regulations; reviews inspection reports prepared by other agencies.

6. Prepares work schedules and work assignments for subordinate personnel; develops and implements training programs and preventive maintenance programs.

7. Responds to emergency calls and directs the work of estuary bridge personnel as required during emergency operations; performs stand by duty as required; assists in trouble shooting sources of electrical and mechanical failures.

8. Reviews plans and specifications for improvement contracts for existing estuary draw bridges.

9. Responds to inquiries complaints, personnel actions and special interest from the general public, cities and County personnel.

10. Maintains all drawings, blueprints and computer databases of all equipment and electrical systems of drawbridges.

11. Determines methods and procedures for proper use of material and labor; makes recommendations to the Bridge and Pump Superintendent regarding proposed maintenance, staffing changes and recommends bridge improvements.

12. Assists in the investigation of incidents and makes recommendations to Bridge and Pump Superintendent.

13. Prepare reports on status of special projects and advanced planning.

14. Assists in the development of budgets, goals, objectives and (work plan) for the bridge section.

MINIMUM QUALIFICATIONS
Either I

Experience:

The equivalent of four years of full-time experience in the Alameda County service working with the type of equipment used in the maintenance, repair and operation of estuary (movable) draw bridges.

OR II

Experience:

The equivalent of five years of full-time experience in electrical and mechanical equipment (over 50h.p.) repair work at the journey level, of two years of work experience must have been in a supervisory capacity.

License: California Class C Driver’s License and the ability to obtain an F.C.C. Radio Operators License.

Special Requirement:

Possession of a valid Restricted Marine Radio Telephone Operators permit within 6 months of employment.

NOTE: The Civil Service Commission may modify the above Minimum Qualification in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Government regulations and codes relating to the operation and maintenance of estuary drawbridges.
• Methods, tools and equipment used in the skilled trades necessary for the maintenance and repair of estuary drawbridges.
• Operations and repair of a wide variety of motors, hydraulic brake systems, electric relays, timing gears and cams, generators, photoelectric controls, reducing gears, traffic gate mechanisms, heating, ventilating and temperature control equipment.
• Related plant machinery, equipment, high voltage systems and tools necessary for their proper care.
• Corrosion processes and methods of prevention or repair.
• Computers and computer systems related to the work.
• Basic elements of supervision and budgeting.
• Electrical schematics and mechanical drawings.

Ability to:

• Direct the day-to-day overall operation of the estuary drawbridges including the scheduling of operations.
• Assist in planning and organizing all phases of work relevant to estuary bridges operations and maintenance.
• Keep detailed records of maintenance work.
• Use the tools and equipment required to perform large maintenance and repair work
• Instruct others in drawbridge maintenance and repair.
• Read and work from complex blueprints and CADD drawings.
• Make decisions.
• Plan and organize.
• Communicate effectively both orally and in writing.
• Train and supervise all estuary bridge maintenance personnel.
• Act quickly and judiciously in emergency situations.

Working Conditions

Duties require sitting, standing, walking on level and uneven surfaces; climbing stairs and ladders; working at heights above water; balancing on steel structures; working underground; and near traffic. Incumbents, while conducting inspections, supervising others or performing repair and/or maintenance activities may be required to stoop, kneel, and squat. Duties may require pulling weights over 50 pounds or lifting weights over 25 pounds. Incumbents may work indoors and outdoors in all weather conditions; around loud noises, paint fumes, paint chips, dust and electrical hazards; near operating pumps and bridge machinery; near moving traffic.
