DESCRIPTION

 Under general direction, to supervise the day-to-day operation, maintenance, and repair activities of the estuary bridges and Flood Control District pumping plant operations county wide; and to perform related work as required.


DISTINGUISHING FEATURES

The Bridge and Pump Supervisor is the first-line supervisor of the day-to-day operations of the movable bridges and pumping plants operated by the County. This class is distinguished from the Bridge and Pump Superintendent in that the latter class has overall program and policy responsibilities.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Assumes the duties and responsibilities of the Superintendent in his/her absence; works closely with the Superintendent on policy matters related to bridge and pump station operations; remains on 24-hour call in case of emergency requiring immediate bridge and pumping plant repairs.

2. Inspects all bridges and/or pump stations regularly to check mechanical condition, notes repairs needed, and assists staff with operating or maintenance problems, plans needed repairs and replacements, and submits estimates; plans and supervises new electrical and mechanical installations as required; directs or supervises the painting and repair of wooden, steel, and concrete bridge structures and pump station facilities.

3. Confers with Superintendent on problems of major maintenance and repair; develops short and long-term plans and budgets for the repair, maintenance upgrade and replacement of components, structures and systems; develops and administers contracts and purchase orders for same.

4. Directs, supervises, or personally performs varied maintenance and repair tasks, such as servicing and overhauling all types of electrical and mechanical systems, equipment and components including work done by service contractors.

5. Orders supplies and parts required for bridges and pumping plant maintenance and repair, checks on delivery, and supervises proper storage; keeps detailed operational records and makes reports.

6. Oversees, operates, upgrades and maintains the Supervisory Control and Data Acquisition (SCADA) system for the pump stations and ensures its continued operation and performance.

 

MINIMUM QUALIFICATIONS

Either I
Experience:

The equivalent of two years’ full-time experience in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts), in the class of Stationary Engineer or higher working with the type of equipment used in the maintenance and repair of movable bridges and pumps.

Or II
Experience:

The equivalent of four years of progressively responsible, full-time experience in electrical and mechanical equipment repair work at the journey level, of which at least two years of work experience must have been served in a supervisory capacity.

And

License (required for all of the above patterns): 

Possessand maintain a valid California Motor Vehicle Class C Driver’s License. Candidate must submit evidence from DMV showing current status of their license at the time of application and must have a clean driving record for the previous three-year period.

NOTE: The Civil Service Commission may modify the above Minimum Qualification in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Governmental regulations and codes relating to the operation and maintenance of movable bridges and pumping plants.
• Methods, tools, and equipment used in the skilled trades necessary for the maintenance and repair of drawbridges, engines, electrical and mechanical systems, buildings, structures, gear drives, and pumps.
• Drawbridge operations, including safety practices; regulations governing operations of movable bridges over navigable waters in the State of California.
• The F.C.C. Radio Operators Guide.
• Principles and practices of supervision and leadership.
• Principles of municipal budget preparation and administration.
• Correct English usage including grammar, spelling, business letter writing and formatting.
• Computer applications, operations, software and hardware of various types including MS Office products, accounting/budgeting software, maintenance management systems, GIS/GPS systems, SCADA systems, mobile devices, tablets, etc.
• Contract and purchase order development and administration, accounting and record-keeping practices, report writing, etc.


Ability to:

• Make sound decisions quickly and during pressured situations.
• Plan and organize effectively.
• Analyze data and reports and provide recommendations, options and/or conclusions.
• Set standards of performance in order to control and optimize the productivity of staff.
• Estimate the staffing and equipment required in the category of work assigned.
• Keep detailed, organized records and special files as necessary.
• Read and interpret complex plans, blueprints, specifications, government regulations and contract documents.
• Demonstrate proficiency in utilizing computer applications and software at an intermediate level or higher for MS Office and other business-related applications.
• Train subordinates in all phases of work and safety.
• Keep abreast of changing technology, work methods and materials, and utilize new technologies to improve efficiency and effectiveness.
• Communicate in a clear and concise manner in written and verbal format and demonstrate effective reading comprehension.
• Perform operations of draw bridges and pump stations with safety and skill.
• Create, develop, and administer contracts, work plans, budgets, etc., and monitor expenditures.

Working Conditions

Duties require sitting, standing, walking on level, wet/slippery, and uneven surfaces; climbing/descending stairs and ladders; working at extreme heights above water; balancing on steel structures; working underground and near moving traffic. Incumbents, while conducting inspections, supervising others or performing repair activities, may be required to stoop, kneel, and squat. Duties may require pulling weights over 50 pounds or lifting weights over 25 pounds. The incumbent may work outdoors in all weather conditions; around loud noises, paint fumes, paint chips, dust from grinders, and mechanical or electrical hazards; and near operating pumps and bridge machinery. Incumbents have 24/7 responsibility to respond to emergencies, participate as on-call supervisor after hours and weekends/holidays; and attend meetings after hours.
