DESCRIPTION
Under general direction to plan, manage, analyze, design and implement County-wide functions involving telecommunications equipment, cable distribution systems and networks, including central office and network trunking analysis, routing and dial plan administration; plan, coordinate and manage all aspects of large telecommunications projects; perform monitoring, preventive maintenance, quality assurance project coordination for telephone/voice processing equipment and network; perform other related work as required.

DISTINGUISHING FEATURES

This position is a single class located in the General Services Agency and is responsible for the technical leadership and direction in the development of telephone system cable and equipment design requirements, installation documentation and service management. This position is distinguished from the Telephone Services Specialist and Telecommunications Services Coordinator by the greater difficulty and complexity of assigned tasks such as custom telephone network design and specification, development of dial plans for large installations, and management of security for remote access to County telephone systems. This position may supervise other support and clerical staff, has lead responsibility for independent, timely management of County-wide projects, requiring independent judgement, highly specialized knowledge, abilities, skills and experience in technical network analysis and design. The Senior Telecommunications Systems Analyst reports to the Manager, Communications in the General Services Agency's Telephone Systems Division, who reports to the Deputy Director, GSA-Communications, who has overall responsibility for the County-wide telephone network.

EXAMPLES OF DUTIES
NOTE: The following duties are performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Manages installed voice and data cable/wire distribution systems and new requirements for telecommunications projects. Develops wire and cable architecture, technical specifications, documentation and support structure requirements.

2. Directs activities to develop support plans and layouts for major telecommunications equipment installation projects to include the preparation of equipment space plans, location of telephone and data outlets, environmental and electrical requirements for telephone equipment rooms and wire closets, cable, and conduit requirements.

3. Manages the development of specifications and requirements for construction documents and work required of Building Maintenance Department staff or outside contractors; prepares and formats written specifications documentation. This includes space planning, power specification and wiring/cabling layout. Tracks progress and updates documents through all phases of project, review and edit/correct drawings, and coordinates work with project managers and contractors. Conducts appropriate site visits with vendors, contractors and County managers during construction and installations, and performs quality inspections to determine acceptability of work.

4. Directs the preparation of technical specifications for cable and telephone equipment. Prepares Requests for Proposals; assists the Manager, Telephone Systems Division or has lead responsibility for reviews, cost analyses, recommendations, reports, and preparation of Board of Supervisors' letters. Manages contractors and directs the activities of other staff during project installation.

5. Plans projects, coordinates requirements and direction of resources to perform telephone system upgrades, manage major equipment and system moves, and installations, and the interface of interactive voice response, voice mail, call accounting, and automated attendants.

6. Manages the voice network; reviews performance data and provides recommendations for system modification and additions. Analyzes call traffic data, call accounting reports, vendor engineering data, equipment reports and repair service reports. Confers with other department staff to determine equipment and services to support projects, provides dial plan administration, mapping and routing coordination.

7. Prepares telephone service cost estimates for assigned County departments; forecasts expenditures and resolves billing issues; resolves installation and other service problems; assists in budget preparation and expenditure forecasts to accommodate changes in telecommunications services.

8. Directs special projects requiring advanced technical knowledge of telephone/data networks and associated data and switching equipment; e.g., fiber optics, multiplexing routers, high-speed communications services and Voice Over Internet Protocol (VoIP) technology; designs and coordinates interfaces with data equipment and networks.

9. Uses the internet, vendors and other resources to do required research on telephony and related technology, industry trends and business requirements; writes reports using collected information and makes recommendations.

10. Manages Telephone Systems Division staff in the absence of the Division Manager. Reviews work in progress of the Telephone Services Coordinators, Telecommunications Systems Analysts and contract staff; reviews and assigns Telephone Services Requests to appropriate division staff. Acts as back-up Alcolink Approver for Telephone Systems vouchers and Telephone Systems requisitions; acts as Alcolink Category Approver for Telephone I, Telephone II and cable requisitions by all County agencies and departments.

11. Prepares project plans and schedules, spreadsheets, written reports, correspondence, meeting agendas, and drafts Board of Supervisors' letters as required for projects.

12. Participates in the selection of clerical and technical staff. Trains technical staff in work procedures, technical requirements of telephone systems and cable networks; provides input in selection and evaluation of staff in the Telephone Systems Division.

13. Prepares and delivers oral presentations concerning changes in telephone capabilities to County managers.

14. Oversees and manages vendors working on problems or repairs from initial identification of the problem through resolution; provide network design and programming information to vendors and County staff as needed to identify and resolve problems; queries voice platforms, vendors and other resources to identify source and scope of telecommunications problems.

15. Responds to major alarms and/or system outages on voice platforms and ancillary systems.

16. Manages the repair process on large scale, complex or persistent problems or critical systems through to problem resolution. Communicates status of repairs with managers, vendors and clients as needed.

17. Reviews and analyzes repair tickets and repair ticket trends to identify underlying problems; makes recommendations for changes to hardware, software and processes to prevent or reduce ongoing trouble reports and system outages.

MINIMUM QUALIFICATIONS
Experience:

The equivalent of two years of full-time experience in the class of Telecommunications Systems Analyst or an equivalent classification in the Alameda County classified service and possession of the knowledge and abilities specified below.

OR

The equivalent of five years of full-time experience in the field of telecommunications performing work related to telephone and cable system implementation, equipment installation, telephone system administration, and project management responsibility. (A Bachelor's Degree in a technical discipline, telecommunications, electronics or electrical engineering or computer science from an accredited college or university may be substituted for two years of technical field experience.)

License:

Possession of a valid California Motor Vehicle Operator's license.


Special Requirements:
Must be on call after hours, weekends and holidays.

• VoIP (Voice over Internet Protocol), digital and Centrex telephone switching systems including installation, procedures and requirements.

• VoIP interface with Local Area Network (LAN) and Wide Area Network (WAN) infrastructure.
