DESCRIPTION
Under the general direction of the Emergency Services Supervisor, plans and coordinates the Alameda County emergency management and disaster preparedness program, and performs related work as required.


DISTINGUISHING FEATURES

The incumbent of this position plans, staffs, coordinates, and directs the various programs and activities of the County Office of Emergency Services and coordinates, as the lead agency in the Alameda County Operational Area, information and resources during declared emergencies. This position differs from the next higher position, Emergency Services Supervisor, by the latter position having responsibility for the supervision of staff. Incumbents must be willing to be on call and available on a 24 hour a day basis.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Leads subordinate Emergency Services Coordinators, clerical and accounting personnel in providing administrative support for the Office of Emergency Services.

2. Develops emergency plans for Alameda County, coordinating with city, state, and federal governments and ensures that such plans are in compliance.

3. Assists the Emergency Services Supervisor in the day-to-day operations of the Office of Emergency Services, and maintains the Emergency Operations Center (EOC).

4. Advises cities, businesses, schools, hospitals, and special districts in the development and maintenance of their respective emergency plans.

5 Represents the Office of Emergency Services before state, federal and local regulatory, advisory and governing bodies with respect to emergency preparedness issues.

6. Conducts research projects and gathers reference information related to state and federal disaster preparedness legislation, funding assistance eligibility and emergency service resources.

7. Promotes public presentations and emergency public information programs to stimulate interest in disaster preparedness.

8. Formulates proposed response to correspondence and reports related to general information inquiries on emergency management, disaster response and preparedness.

9. Recommends initiating staff studies and status reports concerning The Alameda County emergency management programs.

10. Seeks out grant opportunities, prepares grant proposals, and tracks information related to awarded grants to ensure compliance.

11. Develops interdepartmental training on emergency management topics, ensuring State mandated training requirements are met and documented.

12. Keeps informed of new technology, trends and techniques in the areas of emergency response and disaster relief.

13. Manages programs and projects, as assigned, which may include elements essential to Emergency Management including: planning, preparedness, communication systems, mapping, computers, software, and other equipment necessary to the Operational Area and the County OES Emergency Operations Center(s).

MINIMUM QUALIFICATIONS
Either I
Experience:

The equivalent of one year of full-time experience in the classification of Emergency Services Coordinator II in the Alameda County classified service (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts

Or II

Education:

Graduation from an accredited college or university with a Bachelor’s degree in Communications, Public Administration, Homeland Security, Emergency Management, or a related field.

(Additional management-level work experience may be substituted for the education on a year-for-year basis).

AND
Experience:

The equivalent of two years of full-time management level experience in planning, budgeting and procedures development with an emergency services and disaster preparedness program, which included emergency program management or program planning and/or evaluation review activities.

Or III

Education:

Possession of an Associate Degree from an accredited college or university in Communications, Public Administration, Homeland Security, Emergency Management, or a related field.

AND

Experience:

The equivalent of four years of full-time management level work experience in planning, budgeting and procedures development with an emergency services and disaster preparedness program, which included emergency program management or program planning and/or evaluation review activities.

License:

All candidates must possess a valid California Motor Vehicle Operator's license.

KNOWLEDGE AND SKILLS

Knowledge of:

• Emergency services administration, program development and evaluation.
• Principles and practices of management necessary to plan, organize, direct, manage and evaluate the staff and functions of an emergency preparedness, recovery and response operation.
• Aspects of emergency services administration including appropriate methods, procedures and technical expertise.
• State and federal laws and ordinances related to local and regional disaster preparedness, response and recovery.
• Technology, trends and techniques in the areas of emergency and disaster preparedness, response, relief and recovery.
• Principles and practices of public administration, organization, budget, management analysis, supervision, personnel management, employee relations, modern information systems applications, and organization development.
• The National Incident Management System (NIMS) Incident Command System (ICS), Operational Area Satellite Information System (OASIS), Standardized Emergency Management System (SEMS.

Ability to:

• Understand and utilize technical equipment and programs necessary to the operation of the Office of Emergency Services.
• Competently use communication systems, computers, display systems, software programs, mapping systems and other software utilized in the Emergency Operations Center (EOC) and in the OES Emergency Management program.
• Plan, organize, manage and evaluate the staff and functions of an emergency preparedness, recovery and response operation.
• Direct and coordinate all levels of personnel and aspects of emergency services administration in an actual emergency or disaster situation.
• Determine emergency service and disaster preparedness program objectives and priorities to achieve an integrated, focused approach to achieve those objectives.
• Formulate and implement policies, plans and procedures for monitoring and reviewing OES responses in a time of disaster; analyze and evaluate statistical data and reports related to emergency services, and prepare periodic reports required by county, state and federal agencies.
• Write and/or approve and coordinate budget requests and claims for reimbursement of funds.
• Interpret, apply and explain county policies and state and federal legislation related to emergency services.
• Effectively manage, train, develop and motivate staff.
• Keep informed of new technology, trends and techniques in the areas of emergency response and disaster relief including computer programs associated with the maintenance and update of the emergency response plans.
• Communicate effectively.
• Use a variety of communication methods to negotiate and gain acceptance, cooperation and agreement of plans, activities and programs.
