DESCRIPTION

Under general direction, to analyze the Alameda County Fire Department’s business system needs, and oversee the implementation and maintenance of the Alameda County Fire Department Information Technology Program; supervise, plan and coordinate the work of assigned information systems staff; coordinate and oversee the activities/projects in the planning, designing, implementation and evaluations of information systems; responsible for gathering requirements, defining problems and recommending solutions, writing program and database design specifications, modifying existing systems and providing production support for users and their systems; perform related duties as required.  

DISTINGUISHING FEATURES  

The Fire Information Systems Manager is a single and non-safety classification within the Alameda County Fire Department.  The incumbent of this classification is expected to work independently in designing, testing, implementing, and maintaining software systems and programs.  The classification may supervise journey-level, technical or clerical staff, contractors and end user groups.


EXAMPLES OF DUTIES

NOTE:  The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.  

1.   Assists in planning, organizing, administering and directing activities of the Information Technology Program of the Department; analyzes information technology projects and programs in terms of technological impact, department needs, cost, personnel requirements, and compatibility with the department standards and guidelines.  

2.  Develops systems analysis methods and conducts systems analysis appropriate to the department's specific needs. Analyzes workflow and recommends improvements to systems or structures to increase productivity or efficiency.  

3.  Leads department wide effort in short and long-range planning for information systems in the department, including needs assessment, capacity planning, hardware configuration program applications and personnel requires.

4.  versees and maintains the Information Technology Program budget; prepares and administers unit and/or project budgets; analyzes and prepares budget reports; makes recommendations as necessary.

5.  Coordinates system testing to ensure that related systems meet user's needs and are fully compatible in terms of program/system implementation and maintenance. EXAMPLE OF DUTIES - Continued  

6.   Provides training to assigned staff and network policies, procedures, priorities and methods; responds to inquiries from users regarding network applications and problems; coordinates the training of all department personnel in the use of computer software and hardware.

7.  Develops and maintains policies, procedures, OAGs, and manuals related to information technology systems and support.

8.  Supervises assigned staff or third party vendors involved in the development and implementation of computer or information systems or otherwise involved in the formation technology programs within the Fire Department.   

9.   Oversees and coordinates the development and implementation of new information technology systems and programs; serves as a liaison with Alameda County Information Technology Department staff and various vendors in developing and implementing new computer systems/applications by providing input/output requirements, department standards, etc.; develops or revises existing programs for user application; develops specifications for obtaining software and/or hardware for departmental application.   

10.   Directs and participates in long-term audits of computer systems and programs; analyzes results of these systems; in collaboration with information technology consultants and outside vendors identifies and implements changes to existing systems in order to bring them up to maximum efficiency.

11.   Develops complex programs and applications for mainframe, mini, and microcomputer systems.


MINIMUM QUALIFICATIONS

Experience:  

The equivalent of five years of full-time experience in information systems performing duties such as system analysis, application development, system evaluation, selection and implementation, or network administration.  At least one year of experience must include direct supervision of other professional or technical information systems staff.  

Education:   Possession of a Bachelor’s degree from an accredited four-year college or university (120 semester units or 180 quarter units) with a major in MIS, Computer Science, Computer Engineering , or a closely related field may be substituted for two years of the required experience.    

NOTE:  The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
