DESCRIPTION
Under general direction of the Fire Emergency Preparedness Manager, the Fire CERT (Community Emergency Response Team) Coordinator, in support of the Alameda County Fire Department and contract agencies, coordinates plans, organizes, and supports the Emergency Preparedness Outreach Unit's support of coordinating public information distribution, related to community emergency preparedness and other related duties as required.


DISTINGUISHING FEATURES

This single journey level position, class provides CERT program support under the Alameda County Fire Department’s Emergency Preparedness Outreach Unit and collaboratively provides contract agencies with CERT related services, training and volunteer coordination. The CERT Program Coordinator assists contract jurisdictions with their Emergency Preparedness Programs as directed by the department in accordance with established agreements between those jurisdictions and the Alameda County Fire Department. This position reports directly to the Emergency Preparedness Manger, but may receive direction from other Alameda County Fire Department leadership such as Deputy Chief, Fire Administrative Services Director, and/or the Fire Chief. This position may lead the activities of program volunteers or Fire Department Aides in the performance of work related to the CERT program.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed. The duties performed by this classification may vary based on the individual needs of each jurisdiction.

1. Assists with data collection and tracking of performance measures related to CERT activities monthly.

2. Maintains and updates CERT database and record keeping systems.

3. Responds, in a timely manner, to requests from community members regarding outreach programs and training.

4. Assists in the preparation of documentation for grant reimbursement related to CERT activities, programs, and resource needs.

5. Conducts CERT and personal preparedness trainings.

6. Attends monthly CERT meetings and reports back all pertinent details related to the Fire Emergency Preparedness Manager or others in support of the ALCO Fire CERT Training program and the Emergency Preparedness Outreach Unit.

7. Assists, plans, and attends CERT program meetings with CERT leaders on topics related to emergency preparedness.

8. Coordinates and teaches CERT classes on an ongoing basis; develops lesson plans for training.

9. Assists with developing CERT curriculums, schedules, and training/drill programs.

10. Assists with the updating of emergency response plans, and assists with training, drilling and/or exercising of the plans.

11. Assists with developing and maintaining working partnerships with government, business, non-profit, and community members throughout the district.

12. Coordinates and supports the department with all hazard exercises and drills.

13. Assists in updating and reviewing curricula for community classes.

14. Assists in developing a community task force to provide regular input on curriculum development and evaluation of program effectiveness

15. In coordination with appropriate program managers, recruits, trains and supervises volunteers; monitors and evaluates community fire service volunteer program; and maintains all reporting to include volunteer performance evaluations, managing volunteer database, tracking attendance and volunteer hours, and conducting monthly meetings with volunteers.

16. Researches methods to increase community outreach and develop volunteer instructors’ training program.

17. Attend community meetings and/or outreach events including, fairs, festivals, national campaigns and other department activities related to the CERT Map Your Neighborhood or other department programs.

18. Coordinates with Reserve Liaison for CERT Instructors


MINIMUM QUALIFICATIONS
EITHER I
Education:

Possession of a Bachelor’s degree from an accredited college or university. Two (2) years of full-time, increasingly responsible experience in program management and/or administration with at least one (1) year of this experience providing lead or supervisory direction to staff, interns or volunteers can be substituted for the educational requirement.


AND

Certification:

Verification of certified training in the areas of local, state or federal Emergency Management and/or community preparedness is highly desirable. Verification of the completion of the following required classes:

- FEMA IS-317
- ICS 100, 200, 700 and 800

And at least one (1) of the following:
- CERT T3 and T4
- Instructor Certification (FEMA or Instructor 1A/B)
- Prior employment (paid or volunteer) in the Fire Service
- Emergency Operation Plans writing


License:

Possession of a valid California Class C driver’s license.


NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

Working Conditions:
Incumbents of this class will be required to work a rotating schedule, evenings, and weekends. Incumbents will need to drive to various locations and/or lift or carry approximately 40 lbs.

• Technology trends and techniques in the areas of emergency and disaster preparedness, mitigation, response, and recovery.

Ability to:

• Experience with public education and community outreach activities
• Experience with program planning and facilitating meetings with community leaders on topics related to disaster preparedness and CERT
• Experience with utilization and organization of volunteer groups, including principles and practices of supervision of volunteers
• Experience with Emergency Operations or all hazard plan writing
• Knowledge of ICS, SEMS and NIMS requirements and training,
• Knowledge of HSEEP, exercise plan and development
• Knowledge of training techniques and ability to develop and present instructional programs geared to a variety of audiences
• Ability to develop and maintain excellent working relationships with a diverse variety of stakeholders
• Ability to manage multiple projects and tasks simultaneously
• Ability to express oneself clearly and concisely, both orally and in writing
• Ability to develop public education materials utilizing MS Office including publisher, PowerPoint, adobe, Photoshop or other photo video editing software
