DESCRIPTION
Under general direction provided by the Deputy Chief in charge of support services, coordinates and participates in the emergency medical response pre-hospital care program operated by the fire department.

DISTINGUISHING FEATURES

This is a one-position classification with responsibility to ensure that the department’s pre-hospital care emergency program meets the requirements set forth by state law and the Alameda County Emergency Medical Services District for response to medical emergencies; to coordinate these services with other agencies, hospitals and ambulance companies; to provide case review, quality control and training to the department’s fire personnel, as well as training other non-badge personnel and citizens as directed; to work closely with the fire department’s personnel to provide a system of total quality management.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Develops Emergency Medical Services goals and objectives.

2. Plans, organizes and administers a training program for firefighter personnel to maintain paramedic, Emergency Medical Technician-Fire (EMT-FS) and Emergency Medical Technician Defibrillation (EMT-D), including Sudden Infant Death Syndrome (SIDS) and Cardiopulmonary Resuscitation (CPR) training in accordance with the American Heart Association, the Alameda County Emergency Medical Services District and the State of California Emergency Medical statues.

3. Observes response teams in the field and evaluates field personnel to ensure acceptable levels of performance in accordance with the department’s established Quality Improvement Program.

4. Represents the fire department while following up on significant incidents and investigating Emergency Medical Service complaints and concerns.

5. Coordinates training classes to include paramedic, EMT-1FS, EMT-D, Citizen CPR and First Aid classes. This includes curriculum development, written and practical examinations, and development and maintenance of course completion and certification records.

6. Develops and coordinates training and system delivery programs to improve individual and departmental response capabilities.

7. Coordinates the department’s activities with base hospitals.

8. Coordinates and evaluates retrospective medical control and “saved statistical data” in order to provide statistical information required to identify and accomplish the goals of the dire department as they relate to Emergency Medical Services.

9. Serves as the medical advisor for the fire department as requested.

10. Coordinates activities with the Alameda County Emergency Medical Services District, its related committees and commissions, as well as other area medical services and the State Fire Service.

11. Assists in the preparation of the portion of the fire department’s budget dealing with Emergency Medical Services, including supplies and training materials as provided through the department’s annual budget, the First Responder Supplemental Assessment Fund and the Supplemental Assessment for Emergency Medical Services.

12. Coordinates and administers the fire department’s Human Services Division to include Communicable Disease Policy, Critical Incident Stress Debriefing and Peer Counseling programs.

13. Attends meetings as necessary.

MINIMUM QUALIFICATIONS
Possession of the Knowledge and Abilities listed below is qualifying for this examination.

Certification:

Must have a paramedic certification or higher level of medical training.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Working knowledge of the fire departments’ roles and responsibilities as they relate to pre-hospital Basic Life Support, Advanced Life Support and Definitive Hospital Care.
• The legal environment that surrounds emergency medical services.
• Emergency medical program management, training methodology and techniques.
• Practices and techniques of case review, quality assurance systems review and data collection and analysis.
• Working knowledge and appreciation for the increasing role that emergency medical services plays in the fire service to include what the fire service role has been in the past, what it is now, and where it is going.

Ability to:

• Plan, organize and conduct an emergency medical service training and quality assurance plan.
• Ability to develop and maintain a cooperative working relationship with a variety of agencies, boards and commissions.
• Develop and implement program policies and procedures and to oversee, coordinate and teach initial certification, continuing education and recertification of Emergency Medical Technicians to include Defibrillation (EMT-D).
