DESCRIPTION

Under general direction, to supervise, review, and evaluate the work of a unit responsible for investigations, assessments, case and client management, and estate administration and associated support work in the Department of Adult and Aging Services.

 

DISTINGUISHING FEATURES

 

This is a first-line supervisory class with positions located in the Department of Adult and Aging Services in the Social Services Agency.  Incumbents are assigned supervision of a group of workers; Adult Protective Services Workers, Deputy Public Guardian-Conservator Investigators and Ombudsperson.  These workers respond to situations involving alleged abuse, neglect, or exploitation of adults, minor wards or disabled clients.  This position reports to the next higher classification, Social Services Program Manager for supervision, policy interpretation and guidance.


EXAMPLES OF DUTIES

NOTE:  The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

 

1.  Plans, assigns and reviews the work of a unit responsible for investigation, client and case management and staff who provide services to insure the safety from abuse and neglect for Alameda County adults, aged, minor wards, conservatees and disabled clients.  May supervise additional staff involved in out-of-home care placements and certifications, case aids, and support staff.

2.  Holds regularly-scheduled conferences with staff to discuss case problems, provide direction, assist in professional development, and interpret departmental policies, procedures and practices.  Provides direction in complex situations; reviews written court reports regarding the financial and mental status of conservatees, which may include management of property and income.

3.  Represents the Agency in court, which may include representation in individual cases or serving in the role of Court Officer.

4.  May serve in the absence of second line supervise.

5.  Trains, coaches and develops staff assigned to the unit.

6.  Conducts public education and training of community-based organizations, public and law enforcement agencies, and other service providers.  Presents the scope of departmental programs to interested individuals and community groups; conducts public awareness and public relations activities.

7.  Keeps accurate records for statistical purposes.


MINIMUM QUALIFICATIONS

Education:      

Possession of a Master’s degree in Social Work, Clinical Psychology, Counseling, Gerontology, Business or Public Administration, or a closely related field, from an accredited college or university.  

AND

Either I  

Experience:

The equivalent of one (1) year of full-time experience as an Adult Protective Services Worker II, Deputy Public Guardian-Conservator/Investigator, or higher-level social worker classification in the Alameda County classified service.   

 

Or II

The equivalent of two (2) years of full-time experience providing social casework services to the mentally ill or elderly in a public or private social services organization or mental health organization, equivalent in level of responsibility to that of the Adult Protective Services Worker II in the Alameda County classified service.  

 

Or III

Two years of full time experience in the management of financial assets for estates or individuals, or the management of investments.  

 

License:   Possession of a valid California Motor Vehicle Operator's license.  

 

NOTE:   The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.  


KNOWLEDGE AND SKILLS

NOTE:  The level and scope of the following knowledge and abilities are related to duties listed under the "Example of Duties" section of this specification.

 

Knowledge of:

  • Crisis intervention methods and techniques.
  • Casework methods and techniques with particular reference to the problems in adult neglect, exploitation, and abuse.
  • Procedures used in the marshalling and management of estate assets and trust funds.
  • Principles, methods, and techniques of organizational management and supervision.
  • Relevant laws, codes and regulations as it relates to guardianship/conservatorship, elder and dependent adult protection, and estate administration.
  • Applicable computer applications and software as it pertains to the job.
  • The normal aging process and the psychopathology of aging and family relationships.
