DESCRIPTION

Under general direction, plans, develops, manages, and oversees the administration of behavioral health care clinic/program operations and services; develops operational and administrative policies, procedures, standards, and objectives; and performs related duties as assigned.

DISTINGUISHING FEATURES

This classification is located in Behavioral Health Care Services which provides alcohol and other drugs and mental health services through county staff, private providers and community-based organizations.  Behavioral Health Clinical Managers direct and manage behavioral health care clinics/programs through subordinate professional-level and/or supervisory staff; serve in a consultative role to management, community-based organizations and providers; participate in strategic planning and task force activities; and develop and monitor clinic/program budgets and work plans.  

The Behavioral Health Clinical Manager is distinguished from the lower-level class of Behavioral Health Clinical Supervisor in that the latter does not have overall responsibility for program planning, development and evaluation, program reporting and statistics, and program outcome monitoring.  The Behavioral Health Clinical Manager manages and oversees clinics/programs which include eight (8) or more paraprofessional and professional level staff.  It is further distinguished from the higher-level class of the Community Support Center Director in that the latter oversees all outpatient community supports centers/clinics.


EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Manages and oversees, through subordinate supervisory and professional staff, the administration of behavioral health care clinic/program operations.
  2. Develops operational and clinical policies, procedures, guidelines, goals and objectives.
  3. Manages and evaluates administrative, operational, programmatic and financial functions; and ensures the most effective use of staff, financial and other resources to provide for the most effective delivery of services.
  4. Evaluates program alternatives, funding allocations/sources, service delivery alternatives and other elements for possible program inclusion; directs needs assessment and pilot projects and submits documentation and recommendations.
  5. Plans, supervises or directs, reviews and evaluates the work of supervisory, professional, technical and support staff; selects staff and provides for their training and professional development; implements discipline as required.
  6. Provides administrative supervision of physicians; collaborates with lead physicians on physician/clinical matters.
  7. Participates in departmental, agency and county-wide strategic planning and task force activities.
  8. Participates in meetings to integrate design and functioning of unit with other components of the Behavioral Health Care Service and with the design and needs of the larger system as a whole. Also participates in County Mental Health Plan development in coordination with the Behavioral Health Care Services Administration.
  9. Acts as liaison to administration components of other departments and contract agencies; coordinates the activities of programs with other public and private agencies; and meets with citizens' groups regarding planning of inter-agency policies and agreements.
  10. Ensures compliance with related federal, state and local regulations, as well as departmental and county policies and procedures.
  11. Conducts staff meetings and conferences to discuss diagnosis and treatment plans; ensures compliance with quality assurance policies and protocols.
  12. Prepares a variety of correspondence, narrative and statistical reports, program documentation, policies, procedures, and other written materials.
  13. Operates a variety of modern office equipment including a computer; may be required to drive a county or personal vehicle to make site visits and attend meetings.


MINIMUM QUALIFICATIONS


EITHER I
Experience:

The equivalent of one (1) year of experience in the class of Behavioral Health Clinical Supervisor in the Alameda County classified service.  

OR II

The equivalent of three (3) years of post-license experience as a behavioral health/mental health clinician providing clinical and/or case management services, of which one (1) year must have been in a supervisory capacity equivalent to that of a Behavioral Health Clinical Supervisor in Alameda County. 

AND

Education:

Possession of a master's degree from an accredited school in social work, marriage and family therapy,  psychology, counseling, nursing or related field.

License/Certification:

Possession of a valid clinical license from one (1) of the applicable licensing authority: California Board of Behavioral Sciences, California Board of Psychology, or California Board of Nursing. Some positions in this class require a valid California Motor Vehicle Operator's license.  Applicants must possess such license prior to appointment to such positions.

Special Requirements:

In compliance with the Administrative Simplification provision of the Health Insurance Portability and Accountability Act of 1996 (HIPPA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day of employment. 

In compliance with Medicare regulations, eligible licensed clinicians in this classification are required to complete the “Medicare Enrollment Process for Physicians and Non-Physician Practitioners” through the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services, prior to their first day of employment.  Approval for Medicare processing must be received from the CMS within 180 days of the date of hire.  Active enrollment in Medicare is a condition of employment.  Failure to attain or maintain active enrollment will result in termination.  

In compliance with the Department of Health Care Services (DHCS) and the Federal Cures Act, Employees in this classification who are required to render direct specialty mental health services in the course of their assignment must successfully be enrolled in Provider Application and Validation for Enrollment (PAVE) web portal prior to commencing employment.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
