DESCRIPTION

Under general direction, to provide engineering planning and evaluation and consultation for various environmental health programs within the Health Care Services Agency; to provide general technical problem analysis and reports; to represent the Division of Environmental Health in public health engineering matters as required; and to do related work as required.

DISTINGUISHING FEATURES

This engineering class within the Division of Environmental Health will provide the liaison with other agencies and community groups in matters related to sanitary or public health engineering programs. The Public Health Engineer is primarily concerned with the study and evaluation of general engineering matters and furnishing consultation to department staff, community agencies, industry, and individuals.

Supervision is received from a general engineer who is the Chief, Bureau of Environmental Health Planning. The Bureau Chief also supervises a staff of other specialists who serve together with the Public Health Engineer as planners and consultants in the various Division of Environmental Health program areas.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Confers with Division of Environmental Health personnel on such public health engineering matters as water supply, sewage and waste disposal, air pollution, swimming pool systems and other matters requiring professional engineering knowledge.

2. Performs engineering studies and surveys of water and sewage treatment plants, small water systems, private waste disposal systems, and other installations on a regular basis.

3. Makes joint field studies with sanitarians who request assistance; provide technical analysis and recommendations; prepares technical reports as required.

4. Reviews and evaluates plans for such installations as sewage treatment systems, water treatment systems, and public swimming pools.

5. Evaluates new mechanical equipment for swimming pools, restaurants and other facilities prior to approval for use based on published data, experimental data, or actual performance data from experimental systems under department surveillance.

6. Develops testing criteria and installation requirements for experimental systems to be evaluated by the department.

7. Serves as the liaison between the Division of Environmental Health and other departments and agencies on sanitary and public health engineering matters.

8. Reviews literature and legislation to keep abreast of developments in the engineering field and in related environmental health matters.

9. Prepares formal technical reports and program summary reports as required.

MINIMUM QUALIFICATIONS

Either I

Graduation from an accredited college or university with a degree in Civil Engineering and specialization in sanitary or public health engineering,

And

Experience:

The equivalent of two years’ full-time professional experience as a civil engineer, at least one year of which was in the field of public health.

License:

Possession of a valid California Motor Vehicle Operator's license.

Knowledge of:

· Fundamental practices of civil engineering.
· Hydraulics and hydrology.
· Modern sanitary and public health engineering principles and practices.
· Water supply and storage, sewage and industrial waste disposal systems.
· Atmospheric pollution and environmental sanitation in industry.
· Public health principles and practices.

Ability to:

· Review, check and interpret engineering plans.
· Interpret laws, rules and regulations pertaining to public health engineering.
· Establish and maintain appropriate cooperative relations with those contacted in the course of work.
· Speak and write effectively.
