DESCRIPTION

Under general direction, to administer the nursing and/or public health services of a major functional area and/or program(s); to assist in the overall management of a program division or multiple nursing units; to act as the Division Director or Administrator in his/her absence; and to do related work as required.  

DISTINGUISHING FEATURES  

Registered Nurse Vs are located within the Health Care Services Agency – Public Health Department and report to a Public Health Division Director, Administrator, or the Public Health Nursing Director.  A Registered Nurse V may have functional and administrative supervision over Registered Nurse IV’s and a multidisciplinary team including nursing, professional, paraprofessional, and support staff assigned to these programs.  

The classification of Registered Nurse V is distinguished from the next lower level class of Registered Nurse IV in that the latter has primary supervisory responsibilities for a public health nursing team in the assigned specialized program(s)/project(s).  Whereas, the Registered Nurse V administers services of a major functional area and/or assist in the overall management of a program division or multiple nursing units.  It is further distinguished from the classification of Deputy Director, Public Health Nursing in that the latter has overall administrative and policy development responsibilities for the Public Health Nursing division.


EXAMPLES OF DUTIES

NOTE:    The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Contributes to the establishment of division and/or nursing units’ goals and objectives and promotes their achievement.
  2. Provides programmatic, administrative, and clinical leadership, direction, and oversight to nursing units within the division.
  3. Assists in the overall management and daily operations of the assigned division and/or nursing units.
  4. Provides consultation and guidance on program/division-wide directives, ensuring quality customer service and compliance with all federal, state, and local rules and regulations as well as agency and departmental policies and procedures.
  5. Promotes identification of service interventions needed to assign appropriate staff by using established workload standards and/or acuity levels for clients and communities.
  6. Oversees the preparation of assigned units’ budgets and monitors cost control activities relative to personnel, supplies, equipment, and facility expenditures.
  7. Oversees and provides clinical and administrative direction, training, evaluation, coaching, and discipline directly or through subordinate managers to assigned registered nurses/public health nurses and a multidisciplinary team, including professional, paraprofessional, support staff, nursing students and interns.
  8. Participates in public health emergency response activities.
  9. Participates in departmental-wide, or program-specific, on-call rotation; may participate in specific clinic initiatives or provide direct client care as needed.
  10. May render public health nursing services, tests, and assessments.
  11. Participates in on-call rotation as a First Call Duty Officer in response to reports of communicable disease(s).
  12. Monitors implementation and compliance of standards set by public health nursing, state and national regulations, and accrediting agencies.
  13. Interprets and implements policies, procedures, and regulations.
  14. Collaborates with state and local agencies, community health teams, other community programs and/or provides for coordination and implementation of services.
  15. Provides direction for Epidemiology Investigation Team for communicable disease outbreaks; directs quality reviews of epidemiological investigations; and directs the analysis, interpretation and dissemination of surveillance data related to communicable disease control programs.
  16. Provides skilled administrative consultation and direction to physicians; provides medical and administrative consultation to health care providers, staff, public health nursing, health facilities, health care plans, schools, and other individuals in communities.
  17. Participates in the planning and implementation of educational programs for employees, volunteers, interns, and nursing students.
  18. Develops and conducts studies and research.
  19. Communicates regularly with immediate supervisor to report on the status of activities, studies, trends, resources, personnel, programs, needs, and problems.
  20. Provides required records and reports; prepares a variety of correspondence, narrative and statistical reports, program documentation, policies, procedures, and other written material.
  21. Operates a variety of standard office equipment and technology.
  22. Adheres to approved personnel policies and procedures.

MINIMUM QUALIFICATIONS

Education:  

Possession of a Bachelor’s degree in Nursing from an accredited, recognized four-year college or university (120 semester units or 180 quarter units).  

AND  

EITHER I

Experience:  

The equivalent of two (2) years’ full-time, recent (within the last five (5) years) experience as a Registered Nurse IV in the Alameda County classified service.

OR II  

Experience:

The equivalent of three (3) years’ full-time, recent (within the last five (5) years) experience as a Registered Nurse III in the Alameda County classified service.   

OR III  

Experience:

The equivalent of four (4) years’ full-time, recent (within the last five (5) years) experience as a supervisory nurse in a clinical and/or public health setting.  Two (2) years of the required recent full-time experience must include supervision of a multidisciplinary team.  

Substitution:  

A Master’s degree in Nursing, business administration, public administration, health/healthcare management/administration, public health, or related field from an accredited college or university may substitute for the equivalent of one (1) year of experience.  

License/Certificate:  

  • Possession of a current and valid license to practice as a registered nurse in the State of California.
  • Possession of a valid Basic Life Support for Healthcare Providers certificate, which includes cardiopulmonary resuscitation (CPR) and Automated External Defibrillator (AED) training.
  • Some positions require possession of a current and valid Public Health Nursing (PHN) Certificate issued by the State of California Board of Registered Nursing.
  • Some positions require a valid California Motor Vehicle Operator's license.  

Special Requirements:

  1. In compliance with the Administrative Simplification provision of the Health Insurance Portability and Accountability Act of 1996 (HIPAA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day on the job.
  2. In Compliance with Medicare regulations, employees in this classification are required to complete the “Medicare Enrollment Process for Physicians and non-Physician Practitioners” through the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services, prior to their first day on the job.  Active enrollment in Medicare is a condition of employment.  Failure to attain or maintain active enrollment will result in termination.
