DESCRIPTION
Under administrative direction, develops, implements and directs the psychiatric medical care, policies, procedures, systems and standards for county-operated and contracted Behavioral Health Care Services (BHCS) programs; and oversees the development, implementation and direction of a BHCS Pharmacy System to ensure the availability and provision of psychotropic medications to all BHCS patients in a cost efficient and quality manner; and performs related work as required.

DISTINGUISHING FEATURES

This single position class is located in Behavioral Health Care Services which provides alcohol and other drugs and mental health services through county staff, private providers, and community-based organizations. The Medical Director reports to the Director, Behavioral Health Care Services (BHCS) and provides leadership and oversees the BHCS psychiatric medical services programs and pharmacy system. This class is further distinguished from the next higher class of Director, BHCS in that the latter class has overall planning administrative and policy development responsibilities for Behavioral Health Care Services.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Oversees, develops, coordinates and directs physician, nursing and pharmacy services in conjunction with site supervisors.
2. Conducts strategic short and long term planning to identify funding opportunities and cost containment strategies for pharmaceutical and medical services to insured and uninsured adults and children.
3. Participates in planning, development and implementation of system-wide BHCS goals, strategies and policies.
4. Develops and implements methods and procedures for monitoring psychiatric medical service performance.
5. Recommends and implements program design, medical practice guidelines, policies and procedures related to BHCS psychiatric services.
6. Oversees the Alameda County BHCS Pharmacy System.
7. Recruits and participates in the hiring and performance evaluation of BHCS medical staff.
8. Organizes, directs and chairs the activities of the BHCS Psychiatric Practices Committee consisting of Medical Directors and lead psychiatrists of BHCS system of care.
9. Establishes and insures continuation of Continuing Medical Education (CME) accreditation of the California Medical Association.
10. Represents BHCS before regulatory boards, committees and other agencies on medical/psychiatric issues.

MINIMUM QUALIFICATIONS
Either I

The equivalent of two years of full-time experience as a Physician V or higher level physician class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of five years of full-time experience in the direction and administration of a psychiatric clinical/medical system of care.

AND
License:

Possession of a valid license to practice medicine in California, AND

Professional Qualifications:

Possession of Board Certification in Psychiatry issued by the American Board of Psychiatry and Neurology, AND

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
