DESCRIPTION
Under direction, to plan, organize, and to supervise a multidisciplinary team including professional, para-professional and support staff in a public health or mental health district and to do related work as required.

DISTINGUISHING FEATURES

These positions are located in the Health Care Services Agency. The Physician IV has supervising responsibilities over professional, para-professional and support staff and may exercise functional and administrative supervision over a program. The Physician IV is distinguished from the lower-level class of a Physician III in that the latter has no primary supervisory responsibilities. The Physician IV is further distinguished from the next higher-level class of Physician V in that the latter is responsible for the overall management of a Division.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Supervises, recruits, trains, evaluates and disciplines a multidisciplinary team of professional, para-professional and support staff.
2. Develops and implements service delivery process; interprets and implements policies, procedures, and regulations; and ensures regulatory compliance.
3. Assists in the development and administration of policies, procedures and standards.
4. Establishes and maintains cooperative relationships with other County departments, Health Care Services Agency programs, community-based organizations, private providers, and other stakeholders.
5. Plans, organizes, and directs a clinical service; recommends policies and procedures relating to the service; coordinates the assigned service with other County health services; evaluates existing programs; and plans, organizes and directs new programs within the assigned service.
6. Acts as a liaison between the program/service and all clinical, paramedical, and laboratory services; and provides consultative services to professional staff and other services.
7. Makes presentations and conducts clinical training for the physician community.
8. Convenes and chairs morbidity and mortality reviews including jail and fetal/infant mortality reviews.
9. Participates in State-wide health policy making in such areas as bioterrorism and chronic disease management.
10. Provides direct clinical services, conducts medical examinations and prescribes treatment.
11. Plan, develops, implements, monitors and evaluates the assigned program/project.

MINIMUM QUALIFICATIONS

EITHER I 

The equivalent of two years in the class of Physician III in the Alameda County classified service. (Non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts.)

OR II

The equivalent of three years experience equivalent to the level of a Physician III, of which at least one year experience in a lead or supervisory capacity.

License:

Possession of a valid license to practice medicine in the State of California.

Special Requirements:

  1. In compliance with the Administrative Simplification provision of the Health Insurance and Accountability Act of 1996 (HIPAA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day on the job.
  2. In compliance with Medicare regulations, employees in this classification are required to complete the "Medicare Enrollment Process for Physicians and Non-Physician Practitioners" through the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services, prior to their first day on the job. Active enrollment in Medicare is a condition of employment. Failure to attain or maintain active enrollment will result in termination.
  3. In compliance with the Department of Health Care Services (DHCS) and the Federal Cures Act, Employees in this classification who are required to render direct specialty mental health services in the course of their assignment must successfully be enrolled in Provider Application and Validation for Enrollment (PAVE) web portal prior to commencing employment.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
