DESCRIPTION

Under administrative direction, oversees and manages the Adult/Older Adult Services System of Care including mental health treatment and recovery and substance use services provided through county programs, community based organizations and private providers and agencies;  provides leadership in organizational policy, system design, system integration, and planning and program development of adult services; and performs related duties as required.

DISTINGUISHING FEATURES

This single position class is located in Behavioral Health Care Services (BHCS) and reports to the Deputy Director, Behavioral Health Care Services.  The Adult/Older Adult System of Care Director differs from the next higher class of Deputy Director, Behavioral Health Care Services in that the latter has overall planning, administrative and policy development responsibilities for BHCS.  It differs from the next lower class of Associate Director, Adult/Older Adult Services in that the latter provides direct programmatic and administrative support to the Adult/Older Adult System of Care Director.


EXAMPLES OF DUTIES

NOTE:    The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.


1. Plans, organizes, directs and evaluates the Adult/Older Adult System of Care and crisis services in Behavioral Health Care Services through subordinate professional-level and managerial staff; provides leadership in the development and administration of organizational policy, system design, integration and planning and program development of Adult/Older Adult Services.

2. Provides leadership and program and policy direction for Adult/Older adult services to the BHCS administrative and managerial staff.

3. Develops and implements adult services policies, procedures and systems to meet regulatory requirements, county policies, goals and the delivery of mandated service levels.

4. Maintains the effectiveness of services by monitoring and evaluating programs; develops specialized clinical standards to assure quality of care and adherence to general clinical standards.

5. Integrates and develops continuity of care across BHCS operational units, including program development and system wide planning.

6. Coordinates planning and service delivery with Transition Age Youth Director.

7. Collaborates with BHCS Administration and executive team, Human Resources and other BHCS operational units, contracted community-based organizations, organizations and programs providing family and consumer supports, private providers and agencies, primary care entities and other relevant parties to ensure the inclusion of wellness and recovery, cultural responsiveness  and best practices in service delivery.

8. Assists in departmental policy, procedure and system development and implementation for BHCS.

9. Negotiates and manages contracts and program service agreements.

10. Makes recommendations regarding the allocation of available funds for both County-operated and contract provided services.

11. Develops and administers adult services program budget; monitors expenditures; and coordinates fiscal, personnel and contract activities.

12. Coordinates service program activities with the services of other public and private agencies as it relates to behavioral health services.

13. Reviews, monitors and interprets proposed legislation and changes in laws and regulations relative to adult services; assures administrative compliance with applicable federal and state laws and regulations.

14. Recruits, selects, evaluates and disciplines staff, either directly or indirectly through subordinate personnel.

15. Serves on a variety of committees and task forces; attends meetings and makes presentations as required.

16. Prepares a variety of correspondence, narrative and statistical reports, information for the Board of Supervisors, program documentation, policies, procedures and other written materials.


MINIMUM QUALIFICATIONS

Education:

Possession of Master’s or Doctorate degree from an accredited university in Public Health Administration, Business Administration, Organizational Development or Counseling/Clinical Psychology, Social Work, Nursing or a closely related field.

AND

Experience:

The equivalent of seven years full-time administrative/management post-graduate experience in community organization, planning and evaluation, budget, fiscal and personnel management in a community mental health or medical setting providing services to emotionally disturbed adults and their families.        

License:  Possession of a valid clinical license from the applicable licensing authority in the State of California may be substituted for 2 years of the above stated experience.
