DESCRIPTION
Under general direction, plans, organizes, and directs the activities of the Vocational Services in the Alameda County Behavioral Health Care Services, including program evaluation long-term strategic planning, and the development of resources needed to provide services; and performs related duties as required.

DISTINGUISHING FEATURES

This single position class is located in Behavioral Health Care Services (BHCS) and reports to the Deputy Director of Behavioral Health Care Services. The Vocational Program Service Director has organizational, policy development and administrative responsibilities for the Alameda County Vocational Program Services (ACVP). ACVP provides vocational rehabilitation, employment and educational/training services to individuals with mental illness and/or substance abuse problems. This class is distinguished from the next lower class of Chief Rehabilitation Counselor in that the latter has day-to-day supervisory and operational responsibilities and acts as an assistant to the Vocational Program Services Director.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes and directs the activities of the Vocational Services Program in the Alameda County Behavioral Health Care Services.
2. Develops and implements policies and procedures to ensure compliance with federal, state and local laws/regulations and standards issued by the Commission on Accreditation of Rehabilitation Facilities related to services provided by the ACVP.
3. Coordinates and assists other organizations in the community with the consumer delivery system.
4. Coordinates and collaborates with consumers, training and education organizations to maximize training and employment opportunities for individuals with mental illness and/or substance abuse problems.
5. Coordinates and collaborates with BHCS Administration to ensure that the BHCS delivery system for Vocational and Training services is appropriately integrated with other components of the BHCS consumer delivery system.
6. Plans long-range and immediate allocation of treatment resources; coordinates services with public and private resources; defines program alternatives; collaborates with Behavioral Health Care Services Administration in identifying goals and objectives and provides progress summaries.
7. Supervises, through subordinate supervisors, ACVP staff; develops and implements job descriptions and criteria-based performance evaluations; establishes peer review and quality assurance systems.
8. Plans, develops and administers program budget and funding proposals; monitors expenditures; and coordinates fiscal, personnel and contract activities for the Vocational Program services.
9. Plans and develops resources for training and educational programs; functions as the resource consultant for Behavioral Health Care Services in the field of vocational rehabilitation and work force development.
10. Acts as liaison to community group and Advisory Boards.
11. Chairs the ACVP Administrative Committee and other related meetings; participates in community boards, committees and task force groups; attends meetings and makes presentations as required.
12. May be responsible for designing, developing and monitoring of new programs and community contracts.
13. May function as a contract monitor for other programs receiving funding from Behavioral Health Care Services.
14. Prepares a variety of correspondence, reports, program documentation, policies, procedures and other written materials.
15. Operates a variety of modern office equipment including a computer; may be required to drive a County or personal vehicle to make site visits and attend meetings.

MINIMUM QUALIFICATIONS
Either I
Education:

Possession of a Master's degree from an accredited college or university in Clinical Psychology, Social Work, Counseling, Rehabilitation, or an appropriate behavioral science,

And
Experience:

The equivalent of four full-time years of progressively responsible post-graduate supervisory and administrative experience in community organization, program planning and evaluation, budget, fiscal and personnel management. This experience must have been while providing vocational rehabilitation, employment and educational/training services to individuals with mental health illness and/or substance abuse issues.

License:

Possession of a valid California Motor Vehicle Operator's license.
