DESCRIPTION

This position is located in Alameda County Behavioral Health (ACBH) in the Child and Young Adult System of Care.  Under the general direction of the Child and Young Adult System of Care Director, the Early Childhood Mental Health Coordinator plans, organizes, and coordinates a variety of Specialty Mental Health services and programs for children aged Birth to 8 years old within the Early Childhood Division.  The Early Childhood Mental Health Coordinator provides program planning, technical assistance, contract monitoring, and oversight to the ACBH Early Childhood Provider Network.   

DISTINGUISHING FEATURES

This single class position is located in Alameda County Behavioral Health, Child and Young Adult System of Care (CYASOC), and is responsible for the oversight of programs for children Birth to 8 years of age.  The incumbent may report to other members of the CYASOC Executive Leadership Team including the CYASOC Director, CYASOC Assistant Director, and/or other appropriate members of the CYASOC Executive Leadership Team.  This role helps to ensure that accessible and culturally responsive behavioral health services are delivered to children and their families in Alameda County.  This position is an ACBH departmental liaison for internal and external partners for Early Childhood Services.


EXAMPLES OF DUTIES

NOTE:    The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Provides leadership, direction, and oversight in the implementation of Early Childhood Programs.
  2. Responsible for managing Early Childhood related behavioral health contracts and programs including program design, implementation, monitoring, and the evaluation of services.
  3. Serves as a liaison and Care Coordinator for internal County operated and external provider-operated programs that serve children Birth to 8 years.
  4. Participates in planning, development and implementation of system-wide goals, strategies and policies for the delivery of services for children aged Birth to 8 years old and their families.
  5. Provides coordination and ongoing communication to Behavioral Health Care, Child and Young Adult System of Care, and other internal and external partners.
  6. May represent the department at meetings with administrative officials, Board of Supervisors, commissions, community groups and other organizations; explains and interprets policies, procedures and regulations relative to early childhood services.
  7. Ensures compliance with program policies and standards for services provided under the Birth to 8 Population as they relate to Specialty Mental Health under the Managed Health Care Plan.
  8. As needed, maintains effective working relationships with federal, state, and local agencies, as they relate to Early Childhood programs and services.
  9. Attends administrative staff meetings and participates in the overall development of the Children and Youth service delivery.
  10. Provides technical assistance on early childhood mental health practice; assesses training needs for the Early Childhood provider population and assures that these needs are met based on program changes and organizational needs.  Determines the most effective training methodologies.
  11. Keeps abreast of current trends in child and youth and the managed care health services environment; attends meetings of professional associations and assists in the evaluation of new techniques and procedures.

MINIMUM QUALIFICATIONS

Education:

Possession of a master's degree from an accredited college or university in Public Health, Public Administration, Public Policy, Social Work, Education, Early Childhood Education, or related field.

AND

Experience:

The equivalent of three (3) years of full-time progressively responsible experience in a public, private, or community-based organization which included responsibility for program management, planning and/or evaluation in a comprehensive service program addressing the needs of children, youth and families.  

License:   Possession of a valid California Motor Vehicle Operator's license.
