DESCRIPTION
Under direction, to perform professional level budget analysis and development; maintain specialized financial records and statistics; prepare financial reports; and to do related work as required.

DISTINGUISHING FEATURES

The duties of this classification include budget analysis and development. Assignments at this level are characterized by the exercise of judgement and comprehensive understanding of the organization's fiscal activities. Incumbents are required to apply accounting and budgeting principles in analyzing fiscal data. The Budget Analyst reports to the Accounting Manager, Zone 7, which is differentiated by having the responsibility for all accounting activities of the Zone 7 Water Agency.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this clas¬sifica¬tion. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Identifies and locates accounting information for agency financial studies working from general instructions; determines the most appropriate methods of presenting data in special reports.

2. Gathers, assembles, and formats data, and prepares preliminary analyses for budget preparation; assists in preparation and presentation of preliminary and final budget documents; prepares budget presentation materials; maintains data and systems for budget tracking and reporting, and generates periodic and special reports; notifies section/division managers of fund status and budget variances; assists section/division with issues related to funds availability, fund transfers, and budget compliance.

3. Analyzes historical data, develops expenditure and revenue forecasts in order to calculate the water rate requirements to fund the water enterprise operation and capital needs.

4. Converts and reconciles agency budget to county budget format by analyzing and interpreting appropriate budget categories.

5. Monitors sectional/division expenditures and allocation of expenditures to the appropriate fund and the availability of funds; reviews expenditure report, prepares tracking and summary reports and transfers funds as required.

6. Prepares a variety of correspondence, periodic and special reports, procedures and other written materials; may access varied databases or use information from various sources to prepare such materials; uses multiple computer software systems to develop and maintain databases and spreadsheets.

7. Prepares postings of changes and corrections to budget accounts; provides information to sections/divisions concerning accounts and reconciliation’s with agency’s records.

MINIMUM QUALIFICATIONS
Either I

The equivalent of two years of full-time experience in the class of Financial Services Specialist II in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of three years of full-time responsible budget and financial analysis experience. (Completion of a business or finance curriculum in an accredited college may be substituted for the required experience on a year-for-year basis).

NOTE: The Civil Service Commission may modify the above Minimum Qualif¬ications in the announcement of an examination.

KNOWLEDGE AND SKILLS
Knowledge of:

• General governmental accounting principles and procedures.
• Agency, County and other governmental rules and regulations affecting accounting functions.
• Purposes, methods and practices of financial recordkeeping.
• Basic systems and practices for budget development and tracking.
• Modern office practices and equipment.

Ability to:

• Perform difficult and complex financial analysis work involving the use of considerable judgement, and requiring speed and accuracy.
• Prepare periodic and special financial and budget related statements and reports.
• Identify and correct errors in a variety of financial documents and mathematical computations.
• Understand and apply rules and regulations to specific situations.
• Establish and maintain effective working relationships with those contacted in the course of the work.
• Utilize multiple computer software systems and applications.
