DESCRIPTION
Under direction, to perform varied and complex professional accounting and auditing assignments to examine, analyze, and verify complex fiscal records and reports; to prepare analytical, narrative, statistical and accounting reports; and to perform other related duties as required.


DISTINGUISHING FEATURES

This class represents the skilled, journey level auditor/accountant. Incumbents in this position work independently and do not require the technical supervision ordinarily given to entry-level positions. The Auditor/Accountant has a wide range of departmental accounting and auditing responsibility. The Auditor/Accountant is distinguished from the next higher class of Senior Auditor/Accountant in that the latter has accounting unit supervisory responsibility and performs the more difficult technical work.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Prepares a variety of financial reports and analytical accounting, statistical and narrative reports for the agency, the County or outside agencies.

2. Classifies the non-routine and more complex receipts according to funds; maintains and reconciles records for trust funds, claims, receivables, revenues and expenditures.

3. Reviews and/or audits the work of clerical staff making ledger entries, assists in resolving payroll issues and performing other fiscal record keeping work.

4. Audits and reconciles a variety of ledgers, reports and accounting records; examines and corrects accounting errors; prepares adjusting journal entries; and ensures accuracy and completeness of work.

5. Acts as lead on more routine problem solving tasks and may back up unit supervisor, as needed, with routine or administrative accounting responsibilities.

6. Prepares complex special billing documents and maintains associated records.

7. When issues arise, audits contracts and agreements to ensure financial provisions are being followed.

8. May be responsible for keeping a specific set of fiscal records for the agency; examining, verifying, and screening fiscal documents such as vouchers, warrants, requisitions, purchase orders, receiving records and invoices; records transactions in subsidiary and general ledgers; makes recommendations for adjusting entries.

9. Review internal accounting practices and procedures for compliance with legal and/or regulatory requirements; including transaction testing.

MINIMUM QUALIFICATIONS
Either I

The equivalent of one year of full-time experience in the class of Accountant-Auditor in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of four years full-time increasingly responsible professional accounting or auditing experience including; a) preparation of original and adjusting entries including the preparation of financial statements; or b) performing financial or internal audits.

Or III
Education:

Possession of a Bachelor’s degree from an accredited college or university with specialization in accounting, finance or other closely related field, AND

Experience:

The equivalent of one year of full-time professional accounting or auditing experience, including; a) preparation of original and adjusting entries including the preparation of financial statements; or b) performing financial or internal audits.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement
of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

· General and governmental accounting and auditing principles, theory and procedures.
