DESCRIPTION
Under general direction of the Director of Child Support Services, plans, organizes, coordinates, and manages the program activities of the Department of Child Support Services; and performs related duties as assigned.

DISTINGUISHING FEATURES

This class is located in the Alameda County Department of Child Support Services. This position assists the Director in the formulation and implementation of departmental policies and procedures and directs the program activities of the Department. The incumbent works closely with the California Department of Child Support Services to ensure the Department's operations are consistent with state and federal regulations and codes pertaining to child support services.

The position is distinguished from that of Administrative/Financial Services Manager in that the latter is responsible for the fiscal and administrative functions of the department.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes and directs the operations of Child Support programs through subordinate supervisory and program management personnel.
2. Analyzes and interprets existing and proposed federal and state legislation and regulations, and State Department of Child Support Services policies, procedures, and other directives to determine their impact on department operations.
3. Advises the director on a variety of issues and questions related to the Child Support Program.
4. Represents the department on committees and at meetings.
6. Performs research on complex child support law and child support issues; updates department policies and procedures; and advises executive management and staff of changes and potential impacts to the Child Support Program.
7. May act on behalf of the Director in his or her absence as required and represent the Director before the media, civic, professional, and other groups, and at state, regional, and national conferences as required.
8. Works in collaboration with other internal units to update Department policies and procedures and advises staff of changes.

MINIMUM QUALIFICATIONS
Education:

Possession of a Bachelor’s degree from an accredited college or university with a major in public or business administration or a closely related field.

And
Experience:

The equivalent of four years of full-time increasingly responsible professional experience in a governmental organization and three years of supervisory experience in the area of child support enforcement or a closely related field (four additional years of supervisory experience in the area of child support may be substituted for the degree).

Or II
Experience:

Seven years of professional management experience at the level of Program Manager, Deputy Director, or Director, supervising professional level staff, in a governmental organization.

License:

Valid California Motor Vehicle Operator’s license is required.

Special Requirement:

A thorough background investigation, including fingerprinting will be conducted of all candidates who have accepted a conditional offer of employment to ensure they are suitable for Child Support related work. A felony conviction will be disqualifying.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

Knowledge of:

• Duties, powers, limitations, and authority of the State Department of Child Support Services and the federal Title IV-D program.
• California family law, civil procedure, and federal laws and regulations as they relate to child support.
• Standard office practices and procedures, methods of supervision, and personnel management.
• Child support collection practice and civil enforcement of monetary judgments and paternity and child support establishment process.
• Supervisory principles and practices.
• Basic principles of labor and management relations in a public sector or unionized environment.
• Principles of strategic planning and project management.


• Ability to:

• Plan, organize, direct, and evaluate the work of staff at all levels within the organization.
• Establish and maintain effective working relationships, to include the development and maintenance of collaborative work groups.
