DESCRIPTION
Under direction, incumbents in this class are responsible for planning, organizing, directing and supervising the work of the economic development and/or community revitalization programs in the Community Development Agency’s Economic and Civic Development Department.

DISTINGUISHING CHARACTERISTICS

The Economic and Civic Development Manager reports to the Deputy Director, or Assistant Deputy Director, in the Economic and Civic Development Department. The Economic and Civic Development Manager is responsible for planning, organizing, directing and supervising the work of department programs and overseeing employees that develop and implement economic development and community revitalization activities directly and indirectly through the management of professional, technical and/or clerical personnel and a variety of professional consultants.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plan, organize, direct and coordinate the activities of economic development and/or community revitalization programs in the Department.

2. Participate in the development and review of department policies and goals.

3. Based on department guidelines, create, develop, and/or revise program policies, procedures and division goals.

4. Assist in the preparation of the annual budget by compiling and analyzing data on staffing, support resources, and program needs.

5. Assume responsibility for a variety of personnel activities, including performance evaluations, training, selection and disciplinary action.

6. Develop and maintain operational procedures for use by staff.

7. Maintain working relationships with federal, state, and local agencies, County departments, community groups and private-sector businesses and developers.

8. Negotiate, administer, and monitor contracts and agreements including joint public and private real estate development programs.

9. Provide technical advice to businesses, developers, County departments and staff.

10. Analyze and comment on proposed economic development and community revitalization laws, regulations, procedures, etc.

11. Develop and/or assist in the preparation and evaluation of Requests for Qualifications and Requests for Proposals.

12. Participate in the selection and supervise the work of professional consultants retained for the development of economic development and community revitalization- related studies, reports and programs.

13. Develop and administer economic development strategies and programs; supervise the design, implementation and evaluation of economic development programs such as small business assistance, commercial revitalization, and business retention.

14. Develop and market techniques, strategies and programs to stimulate commercial and industrial activity, including the development of financial incentives and resources.

15. Other duties necessary to meet program objectives.


MINIMUM QUALIFICATIONS
Either I

The equivalent of one year full-time experience in the class of Civic and Economic Development Specialist III in the Alameda County classified service.

Or II

Possession of a Bachelor’s degree from an accredited college or university in public or business administration, behavioral science, social studies, political science, urban studies, marketing, education, economics, environmental sciences, geography, or a related field. If Bachelor’s degree is in a related field, applicant must show academic studies nexus to economic development or community revitalization.

And

The equivalent of four years of increasingly responsible, professional experience in a management or an administrative capacity in an economic development, redevelopment or community development agency, which included responsibility for directing the activities of subordinate staff, program budgeting, and management of economic, development or community revitalization activities. Work background must include a minimum of two years of supervision, lead or administrative experience.


NOTE: A Master’s degree from an accredited college or university in public or business administration, behavioral science, social science, political science, urban studies, marketing, education, economics, environmental sciences, geography, or a related field may be substituted for one year of the required non-supervisory experience.

Special Requirements:

Incumbents may be required to possess and maintain a valid California Driver’s License and may be required to drive in the performance of duties.

Incumbents may be required to attend night and/or weekend meetings.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

• Economic development practices and programs, including business attraction, retention and expansion strategies, job creation, and entrepreneurship
