DESCRIPTION
Under general direction, the Lead Project Designer conducts on-site inspections, prepares specifications, details design work, prepares costs estimates, oversees bidding and monitors the construction and completion of lead abatement or remediation projects for single and multi-unit residential properties and directs and coordinates the work of other technical and non-technical staff in the completion of the above tasks.

DISTINGUISHING FEATURES

Positions in this classification located in the Community Development Agency. The Lead Project Designer is considered to be a lead technical position. The Lead Project Designer performs the full range of technical duties and performs the complex aspects of lead project design and management. The position coordinates and directs the work of Lead Inspection Technicians, Lead Risk Assessors, Housing and Community Development Technicians, Housing Rehabilitation Specialists and Community Health Outreach Workers in the completion of project tasks. In addition to meeting production and quality standards, the Lead Project Designer is expected to have extensive knowledge of environmental science as it relates to lead, light construction, housing and building inspection, technical methodologies, quality control procedures and lead program experience. This classification is distinguished from Housing Rehabilitation Specialist series in that the latter is responsible for advising and assisting property owners in the construction, rehabilitation or hazard abatement of structures. Lead Project Designer is further distinguished from the Lead Risk Assessor in that the former is responsible for directing the work of all technical and non-technical staff to complete program and project activities.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Conducts visual and physical inspections of residential structures, single and multiple unit structures.

2. Draws basic floor plans of structures to identify locations where samples have been taken or where they need to be taken.

3. Prepares drawings, specifications and construction documents for project executions.

4. Works with property owners in soliciting, reviewing and selecting bids and contractors.

5. Monitors and recommends approval of payments for completion of work.

6. Researches and prepares educational material, training plans and implements training programs for other staff, other public agencies and the general public.

7. Recommends changes and drafts updates of program operating procedures.

8. Records and documents all project activities, inputs data to computerized data management systems, formats reports for all activities to ensure accurate and organized retrieval of data and prepares reports for management personnel or other agencies.

9. Insures all team members including other technical, construction and health personnel, are informed of activities and coordinates those activates when appropriate.

10. Assists citizen and neighborhood advisory or ad hoc committees as directed and assist other program staff with community meetings or activities.

11. Directs the work of other technical and professional staff in the completion of project and program activities.

12. Works with rental property owners and other agencies to facilitate reduction of lead hazards in response to lead poisoning cases. Develops inter-agency activities.

MINIMUM QUALIFICATIONS
Either I

Certification by the State of California as a Lead Project Designer AND the equivalent of 2 years full time experience as a Housing Rehabilitation Specialist III in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

OR II

Certification by the State of California as a Lead Project Designer and the equivalent of 6 years full time experience in residential or commercial rehabilitation, building code enforcement, residential design or a closely related field. One year of the experience must be in a position designing lead or other environmental hazard reduction projects.

OR III

Certification by the State of California as a Lead Project Designer and the equivalent of 6 years full time journey level trade experience. One year of the experience must be in a position designing lead or other environmental hazard reduction projects.

Possession of a certificate in construction inspection, or completion of 60 college semester, or 90 quarter units in construction inspection, architecture, engineering or a closely related field may be substituted for two years of the required experience. One year of the additional required experience must be in a position designing lead or other environmental hazard reduction projects.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
