DESCRIPTION
Under general direction, to plan, organize, and direct the work of the various units of the Assessment Roll Section of the County Assessor’s Office; to assign and supervise the work of subordinate supervisory clerical personnel; to coordinate the work of the Assessment Roll Section to meet legal requirements in establishing ownership; to represent the Assessor’s Office before the Appeals Board Hearing Officer regarding changes of ownerships; and to do related work as required.

DISTINGUISHING FEATURES

This single position class of Assessment Roll Manager, located in the Assessor’s Office, is responsible for the overall management and supervision of the technical clerical units within Assessment Roll. These units prepare various aspects of the assessment roll which involve reviewing, examining and determining the reappraisability of a variety of recorded documents regarding changes of ownership and transfer of properties; processing ownership for newly created parcels from the Mapping Unit; and explaining to the public factors determining the reappraisability of changes in ownership and various possible exclusions. This position represents the Assessor’s Office before the Appeals Board Hearing Officer regarding challenges to reassessment arising from changes in ownership. The incumbent in this single position class reports to the Chief, Assessment Services Division.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes and supervises the flow of diversified technical clerical work leading to the preparation of the annual assessment roll; determines priorities; schedules and assigns work; maintains an even flow of work and coordinates the work of the Assessment Roll Section with the various other department sections.

2. Supervises technical clerical personnel who: (a) maintain the Document Processing, the associated ownership due to map changes, and the Mailing Address sections of the Improve System; (b) determine whether a “change of ownership” is a reappraisable transfer; (c) record changes of land parcel ownership from transcripts of deeds or other instruments of conveyance; (d) review documentation regarding the more complex changes of ownership; (e) approve exclusions for Parent/Child and Grandparent/Grandchild; (f) maintain the tract index; (g) respond to questions from the public on land ownership, reappraisability of ownership changes and exclusions, property dimensions, and locations or other assessment problems.

3. Prepares Report and Recommendations for each legal challenge pertaining to changes in ownership utilizing appropriate Revenue and Taxation Code sections. These Report and Recommendations explain the Assessor’s Office position and are reviewed by the legal hearing officer or the Board of Supervisors for their determination on the challenge.

4. Represents the office before the Appeals Board Hearing Office regarding Claim for Refunds regarding the legality of changes of ownership.

5. Confers with representatives of County Counsel for legal guidance on matters of property ownership, title, and validity of assessment; and personally provides information to the public and attorneys in the most difficult cases.

6. Implements changes and instructs subordinates in changes to the Revenue and Taxation Codes dealing with changes of ownership.

7. Develops work procedures and new methods to accomplish the work more effectively.

8. Participates in the selection, training, evaluation and disciplinary action of the technical clerical staff; maintains attendance and time records.

9. Prepares written reports and summary statistics of monthly assessment roll production and provides year to year statistical comparisons of the workload.

MINIMUM QUALIFICATIONS
Either I

Experience:

The equivalent of one year of experience in the class of Assessment Supervisor I or an equivalent or higher supervisory classification in the Alameda County classified service (non-classified includes District Attorney’s Office and Hospital Authority),

And

The equivalent of two years of recent, progressively responsible experience in property assessment work dealing with the reappraisability of changes in ownership and supplemental assessments, as dictated by the Revenue and Taxation Codes.

Or II

The equivalent of three years of recent, progressively responsible experience in property assessment work dealing with changes in ownership, as dictated by the Revenue and Taxation Codes, in an Assessor’s Office or assessment-related government office, one year of which shall have been in a supervisory capacity.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Principles and practices of supervision, management, organization, training and administration applicable to government agencies.
• Employee disciplinary procedures.
• Organization, functions, and procedures of the Assessor’s office.
• Appropriate provisions of the Revenue and Taxation Code and the Assessor’s Handbook related to land ownership and transfers of ownership and assessment appeals.
• Real estate terminology, land title deeds and other instruments of title conveyance, and real property descriptions.
• Methods of land title research and examination.
• Office methods, practices, procedures and record-keeping.
• An advanced integrated property assessment management system.
• The roles of other property tax-related departments (Recorder, Auditor-Controller, Treasurer-Tax Collector).

Ability to:

• Plan, organize, assign, coordinate, and supervise work of many diversified technical clerical personnel.
• Prepare business correspondence.
• Devise and adapt work procedures and record-keeping systems to meet organization or procedural changes.
• Understand, interpret, and supervise the application of laws, rules, and written directions pertaining to property ownership.
• Establish and maintain cooperative relations with subordinates, superiors, and the public.
• Analyze data, drawing logical conclusions, and prepare reports.
• Use software applications specific to the Office of the Assessor.
