DESCRIPTION

Under direction, develops, coordinates and evaluates the effectiveness of coursework, curriculum, and training programs for personnel within the Assessor’s Office; instructs personnel on subject matter related to real property appraising and auditing; and performs other work as required.

DISTINGUISHING FEATURES

This is a one-position class located in the Assessor’s Office.  This position differs from Appraiser III or Supervising Appraiser I in that the latter are responsible for the appraisal of commercial-industrial properties or assume responsibility for the supervision of an appraisal crew involved with residential properties.


EXAMPLES OF DUTIES

NOTE:    The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Performs all aspects of appraisal training of department staff including the creation, preparation and instruction of appropriate courses; and schedules and arranges for adequate classroom space and training facilities.
  2. Establishes and conducts an orientation program for new real property appraisers.
  3. Tracks appraisers and auditor-appraisers SBE training requirements, provides resources to meet training requirements, coordinates training attendance, and reconciles our records with the SBE.
  4. Acts as a liaison between our staff and local school or professional organizations in an effort to improve staff’s job set skills.
  5. Represents the Assessor’s office in County-wide training, education and emergency preparedness meetings.
  6. Performs various audits of appraisal work as needed.
  7. Assists in the creation, testing and training of new appraisal modules in our workflow system.

MINIMUM QUALIFICATIONS

EITHER I

Experience:

The equivalent of one year of full-time experience in the class of Appraiser III in the Alameda County classified service (non-classified includes District Attorney’s Office and the Hospital Authority).

OR II

Education:

Possession of a Baccalaureate degree awarded by an accredited college or university.

AND

Experience:

The equivalent of four (4) years of full-time experience in real property appraisal work which included the equivalent of one year of full-time experience supervising real estate appraisers for ad valorem tax assessment purposes.

 

License:   Possession of a valid California Motor Vehicle Operator’s License.

 

NOTE:    The Civil Service Commission may modify the Minimum Qualifications in the announcement of an examination.


KNOWLEDGE AND SKILLS

NOTE:  The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

  • Current appraisal principles and procedures.
  • Provisions of the State Constitution, the Revenue and Taxation Code, Administrative Rules, and the Assessor’s Handbooks pertaining to the assessment of real property for tax purposes.
  • Training resources and courses offered by the State Board of Equalization and other agencies providing appraisal classes.
  • Principals of personnel supervision and training.
  • Modern office procedures and methods.

Ability to:

  • Coordinate numerous activities and programs concurrently.
  • Develop training curriculum and instruction material.
  • Evaluate, assess and recognize training program deficiencies and make enhancements.
  • Resolve logistical problems and determine an effective course of action.
  • Establish and maintain effective working relationships.
  • Relate effectively with the public.
  • Communicate effectively verbally and in writing.
  • Maintain accurate records and files.
