DESCRIPTION
Under general supervision, to perform technical-level work related to the use of systems, databases and programs to create, maintain, display and upgrade a geographic information system (GIS); to utilize this system for the analysis of spatial and tabular data and for the production of electronic and hard-copy maps; and to perform related work as assigned.

DISTINGUISHING FEATURES

This technical class performs a variety of support work related to the development and maintenance of the geographic information system for use in County planning functions and with potential applications for other departments, governmental agencies, private firms and the public. Incumbents independently perform technical GIS work to produce a variety of maps and other processing output such as reports, and to resolve moderately complex computer operating system network problems. This class performs a variety of data entry, manipulation, integration and output production.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Use of systems to assist with the implementation and maintenance of a comprehensive geographic informant system, which includes updating data layers.
2. Work with other departmental and county staff to assist with system coordination and integration and the definition of required output.
3. Assemble, organize and digitize information into the appropriate GIS database.
4. Document all work performed, including the use of quality control procedures.
5. Perform computer backup and recovery procedures Correct or report hardware/software problems.
6. Assist and instruct other staff in the use of GIS software and databases.
7. Compile data into technical reports.
8. Prepare a variety of correspondence, documentation and other written materials; update procedural manuals as assigned.
9. Prepare the layout and design of a variety of maps and graphics for presentation relating to land use, zoning, flood plains, watershed areas, demographic analysis, special districts, open space, etc.
10. Perform SQL database data entry on a regular basis.

MINIMUM QUALIFICATIONS
Education:

Equivalent to completion of two years college (60 semester or 90 quarter units), which has included at least 12 semester (18 quarter units) units in trigonometry, computer-aided drafting, geographic studies, computer science and related technical subjects.

AND
Experience:

The equivalent of two years of full-time experience in any combination of automated map drafting, GIS database maintenance or a field directly related to the work using geographic information software and databases. Additional experience as outlined above may be substituted for the education on a year-for-year basis.

License:

All candidates must possess a valid California class C driver’s license and a satisfactory driving history as obtained from the Department of Motor Vehicles.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

• Computer-aided drafting software usage and procedures.
• Geographic systems software and databases.
• Record keeping principles and practices.
• System documentation principles and practices.
• Techniques for the installation and troubleshooting of GIS-related software, including databases.
• Use of standard office equipment.
• Techniques for explaining technical concepts to non-technical users.

• Use computer-aided drafting and GIS software to produce digital maps, hardcopy maps, databases and other documentation.
• Interpret aerial photographs.
• Estimate time and cost requirements for specific assignments.
• Install and troubleshoot software.
• Prepare clear and concise work documentation, update procedures and technical reports.
• Maintain accurate records and files.
• Organize work, set priorities and meet critical deadlines.
• Use initiative and independent judgment within established procedural guidelines.
• Instruct non-technical users in software use and procedures.
• Establish and maintain effective working relationships with those contacted in the course of the work.
• Communicate clearly and concisely orally and in writing.
• Prepare various graphic maps, diagrams, exhibits and displays for presentation purposes.
