DESCRIPTION
Under direction, Grading Supervisor is responsible for the management of the Public Works Permit Center, which includes the development and administration of the County Watercourse Ordinance, the County Grading Ordinance and the County Surface Mining Ordinance, the Flood Control and Road Department Permit Ordinance, and the Oversize/Overweight Move Permits. The incumbent is also responsible for the review and subsequent approval of all construction plans that include grading issues submitted by the County Building Inspection Department prior to the issuance of building permits.

DISTINGUISHING FEATURES

Grading Supervisor is a one-position class in the Public Works Agency. The incumbent has full supervisory responsibility for the work of Civil Engineers, as well as Engineering Staff Assistants. The Grading Supervisor is also required to act as a liaison to contractors, developers engineers and the general public, regarding investigations, complaints, drainage problems, and other related matters.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, assigns, directs, reviews and evaluates the work of professional and technical staff members engaged in the administration of the County’s Grading, Watercourse Surface Mining Ordinances, Flood Control and Road Department Encroachment Permit Ordinances, and the Oversize/Overweight Permit Ordinance.

2. Reviews and approves all construction plans submitted by the County Building Department prior to the issuance of a building permit.

3. Screens various permit applications to determine if all the necessary information is provided.

4. Reviews all grading plans supplied by the applicants and any additional information such as erosion and sediment control plans and specifications, soils reports, geotechnical reports and environmental impact reports.

5. Presides over informational hearings with various permit applicants, representatives from County departments, public agencies and the general public.

6. Enforces the provisions of the Grading, Watercourse Surface Mining, Flood Encroachment, Road Encroachment, and Oversize/Overweight Ordinances over authorized and unauthorized operations. This includes the authority to suspend or revoke a permit; to require the abatement of property or to request injunctions through County Counsel.

7. Inspects work under permit and maintains records of labor hours and mileage expended in inspection work.

8. Reviews development plans such as subdivisions, road petitions, land use plans submitted for comments and recommendations by the Community Development Agency, cities within the County and private engineers.

9. Represents the Flood Control District at various public, technical or coordination meetings with developers, contractors, engineers, attorneys and representatives of other public agencies to establish development conditions or resolve design and construction problems associated with existing or proposed developments.

MINIMUM QUALIFICATIONS
Either I

Experience:

The equivalent of one year of full-time experience in the class of Assistant Engineer, Public Works Inspector III or Building Inspector II in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

Education:

Completion of two years (60 semester or 90 quarter units) of college with completed course work in Civil Engineering or Architecture,

AND

Experience:

The equivalent of four years’ full-time, increasingly responsible and varied sub-professional civil engineering experience, which includes inspection, plan check, erosion control, design and implementation, hydraulic and hydrologic review, enforcement, drafting, surveying, and public relations. One year must have been served in a supervisory capacity.

Or III

Experience:

The equivalent of five years’ full-time, increasingly responsible and varied sub-professional civil engineering experience, which includes inspection, plan check, erosion control, design and implementation, hydraulics, and hydrologic review, enforcement, design, hydrology, drafting, surveying and public relations. One year must have been served in a supervisory capacity.

License:

Possession of a valid California Motor Vehicle Operator’s license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
