DESCRIPTION
Under direction, to do a variety of difficult field and office professional civil engineering work; to be in charge of difficult design on a project basis; to lead technical and construction staff in the office or serve as a consultant to field staff; to help lead and train lower-level professional staff; and to do related work as required.

DISTINGUISHING FEATURES

The classification of Associate Civil Engineer is the advanced journey level in the professional civil engineering series.  Assignments may vary from a design unit in the Road, Flood Control, Development Services, and Maintenance and Operations Divisions, to acting as resident engineer on various types of public works construction projects to exercising final review of all civil and structural plans submitted by private builders.

This classification is distinguished from the next lower level of Assistant Engineer in that the latter classification is the journey level in the series and is usually assigned only to part of a major project or is responsible for all of a project of average difficulty, while the former classification will usually be responsible for an entire project and, within established administrative limits and time schedules, will plan, organize, and execute the project with a minimum amount of supervision.  If Assistant Engineers and Associate Civil Engineers are assigned to the same project, the Associate Civil Engineers are normally in charge and assign and review the work of the Assistant Engineers.  This classification is further distinguished from the next higher level of Senior Civil Engineer in that the latter classification has first-line supervisory responsibility.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Plans, organizes, reviews, or prepares engineering designs and alternatives analyses; prepares project budgets, project delivery schedules, plans, specifications, and estimates in connection with a wide variety of public works projects involving roads, sidewalks, storm drains, traffic signals, bridges, and flood control systems and structures.
  2. Utilizes the civil design portion of the most current Autodesk Civil 3D software to create alignments, profiles, and cross sections, showing existing ground and finished ground elevations, existing and finished ground surfaces, design assemblies, evaluate design alternatives, and calculates quantities.
  3. Prepares special engineering studies and reports; performs special assignments on engineering issues.
  4. Prepares for and conducts public meetings, utilizing PowerPoint and other visual materials.
  5. Provides technical information for and prepares grant applications for projects; monitors grant compliance; provides supporting documentation for grant reimbursement requests; and ensures that timelines and program measurements are met.
  6. When assigned to the Construction Division, acts as resident engineer on public works projects under construction; directs the inspection of road and flood control projects and structures under construction or repair; prepares daily, weekly, and monthly progress reports.
  7. Reviews and comments on Environmental Impact Reports regarding general public works, flood control, and traffic-related issues; develops Conditions of Approval on private development projects.
  8. Reviews plans submitted for private development projects, including subdivisions for residential, commercial, or industrial development projects, roadway improvements, flood control, and stormwater systems for compliance with appropriate construction standards; answers inquiries concerning ordinances and policies relating to the design and construction of stormwater treatment and other civil improvements.
  9. Reviews building plans for conformance with building code standards for structural design; acts as technical advisor on structural problems to field and office staff and, if necessary, performs building inspections on residential, commercial, and industrial structures; answers inquiries concerning building structures.
  10. Prepares a variety of Request for Qualifications/Proposals (RFQ/RFP) for special studies and design of capital improvement projects, including evaluation and scoring criteria and participation in the consultant selection process.
  11. Develops consultant scopes of work and negotiates contract budgets; reviews and monitors consultant work, including invoices.
  12. Prepares a variety of written documents, including letters to the Board of Supervisors, agreements with other public agencies, consultant agreements, etc.
  13. Reviews plans, specifications, and estimates prepared by consulting engineers and monitors a variety of aspects related to consultant contracts.
  14. Utilizes hydrology and hydraulics software, such as HEC-HMS and HEC-RAS, to perform drainage analyses.


 


MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor’s degree in civil engineering from an accredited college or university. 

AND
EITHER I

Experience:

The equivalent of one (1) year of full-time experience in the classification of Assistant Engineer in the Alameda County classified service.  

OR II

The equivalent of three (3) years of full-time, progressively responsible professional civil engineering experience.

AND

Possession of a valid License as a Professional Engineer by the California Board for Professional Engineers, Land Surveyors, and Geologists.

Possession of a valid California Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the Minimum Qualifications in the announcement of an examination.

  • Communicate verbally with staff, outside public agencies, and private citizens in a professional and effective manner.
  • Assign and review the work of Assistant and Junior Engineers and train them in engineering practices.
  • Use current Autodesk Civil 3D Design Software.
  • Ability to learn new computer software for civil engineering.
  • Secure adherence to plans and specifications on the part of contractors.
  • Make oral presentations internally and to the public.
  • Establish and maintain effective working relationships.
