DESCRIPTION
Under general direction, plans, directs, and manages the activities of one or a combination of the major functions of the Information Technology Department (ITD); coordinates activities with other Information Technology Department teams, as well as County departments and outside agencies or organizations; and establishes group goals, objectives, policies, and procedures in accordance with the department and County’s mission statement and goals.  The Senior Infrastructure Services Manager is responsible for overseeing the successful delivery of all services under their assigned section(s), including determining scope details and monitoring the progress to ensure it conforms to department expectations and contractual agreements. Incumbents are also responsible for the supervision and performance evaluation of staff; coordination of subordinate activities with other managers in the department, ensuring the consistency of goals, policies, technical and administrative procedures, and management direction; and performs related duties as required.

DISTINGUISHING FEATURES 

Positions in the classification of Senior Infrastructure Services Manager have full responsibility for the activities and projects of assigned sections. General direction is received from the Chief Information Officer (CIO), Chief Technology Officer (CTO), or Assistant Chief Information Officer (Assistant CIO).  Positions in the classification of Senior Infrastructure Services Manager differ from those in the Infrastructure Services Manager classification in that the former has direct management responsibility over several subordinate functional areas, including responsibility for overall planning, direction, and coordination of activities. This classification is further distinguished from the next higher classification of Assistant CIO and CTO in that the latter act in the absence of the CIO. 

Administrative direction is received from the CTO or Assistant CIO. General supervision is exercised over Infrastructure Services Group professionals and support staff.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Plans, organizes, and supervises the day-to-day activities and projects of assigned sections.
  2. Oversees the delivery of all technology products and projects in their assigned area, including managing the scope, schedule, resources, budget, and quality of each project.
  3. Reviews and evaluates technology operations within the County and recommends the development of new infrastructure systems or improvement of existing systems.
  4. Confers with management from supported County agencies/departments and other ITD teams on a regular basis to build strong working relationships and gain an understanding of their technology needs.
  5. Ensures a high level of service is being delivered by ITD to the supported County agencies/departments. Tracks metrics of operational stability, project delivery, issue resolution, and complaints. Meets regularly with the stakeholders to elicit feedback about performance and formulate plans for improvement.
  6. Assists in the establishment of priorities and in the development of short and long-range plans which will ensure the most effective use of equipment and personnel consistent with the needs of the agencies/departments served.
  7. Confers with subordinate managers concerning matters such as scheduling, priorities, procedures, and personnel needs.
  8. Reviews and evaluates feasibility studies, conceptual designs, and hardware and software equipment planning.
  9. Assesses technology trends and emerging tools and evaluates when to apply them.
  10. Participates in interviewing, selecting, training, and evaluating staff.
  11. Assists in preparing and justifying budgetary requests.
  12. Prepares special studies, reports, and proposals.
  13. Develops annual work programs, staffing plans, and budgets for his/her responsible area.
  14. Develops Requests for Proposals, Advanced Planning Documents, and County Departmental and Divisional technology strategies.
  15. Manages vendor relationships and oversees the purchasing and procurement processes for responsible area(s).
  16. Participates in the development of the budget; participates in the forecast of necessary funds for staffing, materials, and supplies; discusses and resolves budget issues with appropriate staff; implements adjustments as necessary.

MINIMUM QUALIFICATIONS
EITHER I

The equivalent of two (2) years of full-time experience in the classification of Infrastructure Services Manager in the Alameda County classified service.  

OR II

The equivalent of seven (7) years of recent full-time, increasingly responsible experience in technology services, including at least four (4) years of supervisory experience, two (2) years of which must have been as a senior manager of a large professional staff of engineers and technicians in a large technology environment.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

  • Identify and analyze problems; draw logical conclusions, develop effective courses of action.
  • Analyze the impacts of technology solutions to end users and understand their needs.
  • Apply principles of cost-benefit analysis and cost-effectiveness to project and operational activities.
  • Gather and analyze data, draw sound conclusions, prepare clear, concise written reports, and make effective verbal presentations.
  • Qualify and manage vendors for selective outsourcing.
