DESCRIPTION
A Computer Operations Manager manages a large county-wide data center environment that is available 24 hours per day, seven days per week.  Manages a complicated multi-vendor environment, including IBM, Microsoft, Dell, Cisco, and others.  Responsible for managing the County incident response process and identifying and implementing changes that impact the data center.  Prepares, plans, designs, and coordinates the implementation of major projects and equipment.  The nature of the job may require being on-site at any time of day, on any day of the year.  A major portion of the job also requires the management and implementation of change while at the same time maintaining near 100% availability for all users.  All problems must be tracked and resolved in a timely manner.  This role may oversee facilities and warehouse operations for the Information Technology Department.

DISTINGUISHING FEATURES

The Manager, Computer Operations, is located in the Operations unit of the Information Technology Department.  The Operations unit is responsible for processing and ensuring the safety of diverse data and information for numerous County departments and agencies.  Individual shift production and supervision may be delegated to Computer Operations Supervisor while this position retains overall responsibility for planning, controlling, and communicating with user and ITD management.  Direction is received from the Chief Technology Officer.  This position differs from the position in the next lower class of Computer Operations Supervisor, who is responsible for the day-to-day shift production of a single shift, whereas the Manager, Computer Operations, is responsible for longer term productivity and performance.

EXAMPLES OF DUTIES
NOTE:  The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all


1.  Responsibility for the daily operation of the data center, including batch processing, data center environmental monitoring, tape library, print jobs, software deployments, and Service Desk backup.

2.  Plans, directs, and coordinates the implementation and operations of computer, network and other hardware from various vendors while maintaining very high system availability requirements.

3.  Ensures that equipment utilization, performance and stability is monitored and makes recommendations on improving efficiency and productivity.

4.  Manages data center facilities and services, including power, HVAC, fire suppression, equipment placement, physical access and the security and safety of the personnel and equipment in the data center.

5.  Ensures that the batch processing production schedule is met on time and is functioning efficiently.

6.  Consults with other managers on system processing priorities, hard copy reporting requirements, output deadlines, run documentation and other end user needs as required.

7.  Advises ITD management on the effect of new or revised end user service requirements on existing staff and/or equipment.

8.  Provides and ensures that employees receive training opportunities, motivates staff, prepares performance evaluations, and deals with performance problems. 

9.  Compares objectives and plans against current activities and accomplishments and makes adjustments as necessary.

10. Identifies, designs and delivers, processes, people, and technological improvements to achieve a more efficient, cost-effective, and high quality operating environment. 

11. Establish and maintain data center procedures and documentation.

12. Provides training to staff accessing the data center and other restricted infrastructure areas.

13. Adhere to change control policies and procedures for repairing or implementing infrastructure within the data center.

14. Provide management, supervision and direction for the efficient operations and maintenance of ITD office and warehouse facilities.

MINIMUM QUALIFICATIONS
Either I
Experience:
The equivalent of two years in the class of Computer Operations Supervisor in the Alameda County classified service.

Or II
Experience:
The equivalent of six years of recent, paid, full-time, increasingly responsible experience in computer operations work with at least four years being in the supervision of computer operators, including at least two years managing a multi-shift, multi-vendor data processing environment.

License Requirement:
Possession of a valid California Motor Vehicle Operator's License.
