DESCRIPTION

Under general direction, develops, plans, organizes, implements, evaluates, supervises, and makes recommendations for a variety of staff development, training, and performance improvement initiatives as deemed necessary to meet Federal, State, County, or Departmental requirements related to child support services; conducts data audits and quality control checks and acts as a liaison with internal and external clients and agencies for purposes of ensuring that training programs meet the functional needs of the department; and performs other related duties as required.  

DISTINGUISHING FEATURES  

The position of Child Support Training and Development Supervisor is a single position classification, found in the Department of Child Support Services. This classification is distinguished from other classifications in that this position is a professional-level class that requires extensive knowledge of the child support program in order to oversee training and development activities and provide technical services in a wide variety of areas characterized by the following elements: knowledge of training needs assessment, curriculum design, classroom delivery, knowledge of end user systems and program data, staff development, and group facilitation. The Child Support Training and Development Supervisor reports to and may serve as staff to senior/executive level management. 


EXAMPLES OF DUTIES

NOTE:    The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  1. Plans, develops, and conducts group and individualized training and retraining programs related to the establishment, enforcement, collection of child support orders, the clerical and financial aspects, and the use of a variety of automated systems and tools of the child support program.
  2. Researches, develops, and prepares training modules, laboratory exercises, and materials, job-aids, audio-visual aids, presentations, and manuals that reflect training curriculum, current laws, regulations, policies, and/or procedures.
  3. Reviews and provides corrective feedback to management and line staff regarding casework documentation, accuracy, thoroughness, and proper completion. 
  4. Develops and implements written performance tests, conducts audits, or performs other related analysis to determine effectiveness of training programs, and makes revisions as needed.
  5. Plans, schedules, and coordinates training sessions department wide.
  6. Trains in tandem with child support program performance objectives, to promote and encourage strong employee performance and organizational success.
  7. Gathers and coordinates cost data on training materials, equipment, outside workshops, training vendors, and other related training activities.
  8. Maintains liaison with staff development and training personnel in other agencies as well as with State representatives in order to obtain assistance, develop and implement training, and to stay abreast of trends and new requirements associated with the child support program and training arena.
  9. Attends meetings, conferences, and trainings, locally and out of the area.
  10. Communicates training and performance expectations to class participants. Evaluates performance of participants in the training environment and recommends appropriate action. Recognizes and deals with personnel problems identified during training.
  11. Completes special assignments, works on designated committees or work groups, and completes other related child support work as assigned.
  12. Supervises training staff in areas of training tasks within the unit.

MINIMUM QUALIFICATIONS

EITHER I

Experience:  

The equivalent of three (3) years of experience as a Child Support Specialist II or in an equivalent or higher-level classification in the Alameda County classified service.  (A Bachelor’s Degree in Adult Education, Teacher Education, Industrial Training, Public Administration, Training and Development, Business Administration, Communications, or other related field may be substituted for one (1) year of experience.)  

OR II  

Experience:  

The equivalent of three (3) years lead worker or management experience performing duties similar to those of a Child Support Specialist II, in a State of California Child Support Agency.  Experience must include one (1) year of investigative experience using various search procedures and enforcing child support obligations.  (A Bachelor’s Degree in Adult Education, Teacher Education, Industrial Training, Public Administration, Training and Development, Business Administration, Communications, or other related field may be substituted for one (1) year of experience.)  

Preferred Experience:  

Familiarity and experience working with an automated case management system used in the field of Child Support Services is highly desired.  

License:  

Must possess a valid California State Motor Vehicle Operator's License.    

Special Requirement:  

A thorough pre-employment background investigation, including fingerprinting will be conducted of all candidates who have accepted a conditional offer of employment to ensure suitability for child support related work.  A felony conviction may be disqualifying.

  • Principles of teaching methods and procedures.
  • Public and Community resources and services.
  • Federal, State, County, and other laws, policies, procedures, and audit requirements pertinent to the Child Support Program.
  • Operation and application of automated case management system, software programs, locate tools, and other web-based tools and applications.
  • Consultation techniques.
  • Principles of employee supervision, performance management, and staff development.  
  • Microsoft Office Suite products (Word, Excel, PowerPoint, Outlook) and Visio.  

Ability to:  

  • Communicate clearly and effectively verbally and in writing.
  • Effectively prepare and present organized lesson plans.
  • Prepare and present documents, training materials, manuals, and presentations using various MS Office or other software.
  • Establish and maintain effective relationships with others and work collaboratively.
  • Analyze and evaluate training needs and effectiveness and make appropriate recommendations.
  • Facilitate and lead groups.
  • Work fluently in a variety automated and web-based systems and data bases to analyze input and quality of training and to access ongoing training needs as well as to perform audits in the systems.
  • Plan, organize and coordinate work.
  • Professionally represent the Department of Child Support Services in all business interactions.
  • Make independent decisions and take initiative.
  • Demonstrate interpersonal sensitivity.
