DESCRIPTION
DEFINITION:

Under general direction, to direct all activities in the Project and Information Services Department of ACERA, including Communication Support Services, Business Application Support Services, Personal Computer Network Services and Project Administration Services.

DISTINGUISHING FEATURES

The Retirement Chief Technology Officer, ACERA establishes the strategy and framework for the planning, development, procurement, provision, delivery, management, maintenance and security of complex business information systems and the supporting technology. The Retirement Chief Technology Officer, ACERA differs from the Computer and Network Systems Analyst, ACERA in that the latter has responsibility for providing computer and network systems solutions and database administration. The former administers the Project and Information Services Department directing all Division personnel and functions, and does related work as required.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Establishes technical standards and policies within the organization.

2. Serves as the primary liaison with ACERA management, technology vendors, consultants, and the technology teams of participating employers, as it relates to designing, managing and implementing technology solutions, assesses and plans solutions for operational problems in existing systems, as well as information processing needs for new or enhanced systems.

3. Tracks utilization of personal computer and network services, systems and programming activities for service delivery and performance; recommends changes or upgrades.

4. Creates, tests and implements disaster recovery plans and business continuity procedures.

5. Estimates budgetary requirements for the entire department, with input from Communication Support Services, Business Application Support Services, Personal Computer Network Services, Project Administration Services; monitors contract services and service providers for timeline and budget adherence.

6. Ensures accurate inventory of ACERA’s technology investments.

7. Develops and implements comprehensive ACERA-approved project plans.

8. Evaluates, selects, and coordinates the implementation of software upgrades and new operational support software packages.

9. Coordinates personnel management, training and development of subordinate staff.

10. Manages staff that provides business application requirement analysis, PC/LAN technology, project implementation, maintenance for ACERA web site; oversees those staff responsible for network security, development and design of system applications, documentation of technical policies and procedures, and general building security.

11. Oversees the development, implementation and maintenance of security policies and procedures to support the protection of IT and the integrity and security of data.

12. Works with senior management to develop and implement best practice general and application controls related to logical and privileged system access.

13. Manages and maintains the internal technology infrastructure (i.e., internet, intranet), including the corporate firewalls, routers, servers and other devices supporting ACERA’s business applications and network; a cybersecurity review would be conducted on a periodic basis (i.e., penetration testing).

MINIMUM QUALIFICATIONS
Either I
Experience:

The equivalent of two years of full-time experience in the class of Computer and Network Systems Analyst, ACERA, or an equivalent or higher information systems classification in the Alameda County service.


Or II
Education:

A bachelor’s science degree in Computer Science, Information Systems Management, Information Technology or a closely related field.

And
Experience:

The equivalent of six years of full-time increasingly responsible experience in systems analysis and network administration, including three years of direct supervision and work load management of other systems analysts and network administrators. This experience must include design, planning, and implementation of PC/LAN’s and related technologies, including Microsoft operating systems and databases, host access and terminal emulation products.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Principles and techniques of supervision, personnel management, administration, and project management.
• Basic principles of pension fund management and fiduciary standards.
• Understanding of pension administration software.
• Relationship of policies and procedures to staff productivity.
• Methods for review for systems analysis and network administration.
• Principles and techniques of project management, including planning, scheduling and evaluation.
• Estimating methods for equipment costs, production costs, and system benefits.
• Effective communication skills.
• Solid knowledge of information security principles and practices.
• Working knowledge of Microsoft Windows environments, including Microsoft Active Directory Domain Services and Microsoft SQL Server.
• Systems and network design.
• Server room operations, capacity planning, and equipment management
• Experience conducting a Request for Proposal (RFP), negotiating contracts and pricing, as well as managing vendor relationships.
• General understanding of IT internal controls.


Ability to:

• Maintain a current understanding of technological advancements and trends.
• Direct the development of advanced computer-based systems, and the evaluation and modification of existing systems.
• Maintain effective working relationships with subordinate staff, managers, contracted personnel and industry peers.
• Gathering and analyzing data, drawing sound conclusions and preparing clear, concise reports.
• Effectively communicate.
