DESCRIPTION
Under direction, an Identification Supervisor (IDS) supervises Latent and Tenprint examiners and technical and support personnel in one (1) or more sections of the Central Identification Bureau (CIB).  Identification Supervisors are assigned to a shift or to serve as the administrative IDS; to do related work as required.

DISTINGUISHING FEATURES

The classification of Identification Supervisor is a first-line supervisor and a Custodian of Records that assigns, reviews, and coordinates the daily work assignments of their assigned technical and support personnel.  Assignments for IDS include Tenprint and Latent supervisory duties to maintain the Unit’s policies, identifications, and functions.

Positions in this class differ from the next higher classification of CIB Biometric Manager in that the latter has more extensive authority in the development and implementation of Unit policies and procedures, ensuring they meet industry standards and best practices, directing evaluations, monitoring quality control assurances, and monitoring and overseeing the work of Identification Supervisors.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Supervises and monitors Tenprint and Latent examiners, technical and support personnel to include routine duties, specialized assignments, and to maintain 24-hour coverage required to provide identification services to all local law enforcement and booking agencies throughout the County.
  2. Supervises and monitors the Tenprint manual and electronic fingerprint record submissions, including the fingerprint identification procedures, quality control procedures, and the verification process to maintain the accuracy of record data, and the quality of fingerprint and mugshot images.
  3. Oversees the Latent casework submissions, the process of casework, evidence handling, security of evidence, verification of compliance for evidence room access, latent fingerprint identification, methodology procedures, technical reviews, and complete administrative reviews of all latent reports.  This includes verification of the chain of custody, latent image(s), and documentation process reviews.
  4. Provides training direction, and guidance to CIB staff on the CAL-ID identification systems, County support systems (CORPUS/CRIMS), etc., on the science of fingerprints, basic identification, and various processing procedures.
  5. Responsible for monitoring and verifying record sealing, filing, purging, and corrections of criminal records.  Completing the seal and delete procedures at the supervisor function level in the CAL-ID identification systems, assisting CIB upper management with overseeing the maintenance of the criminal records, support documents, and databases to ensure record integrity and accuracy of the booking data and criminal record history.
  6. Supervises the correspondence requests assuring the requestor meets DOJ’s requirements to receive Criminal Offender Records Information (CORI).
  7. Maintains training files for CIB personnel to assure friction ridge training meets current industry requirements.  Responsible for organizing and scheduling ongoing training for CIB Tenprint and Latent examiners and technical and support personnel. Organizes and secures courses for the CAL-ID Regional Training Program in the field of Friction Ridge and related Forensic Science studies for Tenprint and Latent Examiners.  Organizes and schedules local CAL-ID training for CAL-ID end users from outside agencies on the usages and procedures related to CAL-ID systems, such as LiveScan, CMS, and Mobile-ID.
  8. Reviews transactions, processing logs, checklist procedures, and related documentation.  Approves all letters and reports documenting the comparisons results.
  9. Reviews incoming subpoenas, court orders, related requests, and assigns appropriate Tenprint and Latent Examiner to process and/or court testimony assignments.
  10. Supervises assigned staff in the preparation of statistical data and reviews statistical information submitted by staff for accuracy.
  11. Certifies fingerprints and related record data.
  12. Regularly meets with CIB Tenprint and Latent examiners, technical and support personnel to provide updates, fingerprint record processing and related information as part of a change of shift communications, and/or training.
  13. Prepares daily summary reports, writes incident reports, memorandums, maintains ongoing documentation of employee work performance, and completes employee evaluations.
  14. Writes, assists, and/or edits procedure documents and operational manuals to meet industry and best practice standards.  Writes procedures and workflows for fingerprint record-submitting agencies to meet Local, State, and Federal requirements.
  15. Testifies in court as the authorized Custodian of Records of all Sheriff’s Office records maintained at CIB.
  16. May be required to attend meetings such as Unit meetings, Sheriff’s Departmental meetings, Local and Regional CAL-ID meetings, record management meetings, and CA DOJ meetings related to fingerprint identifications.
  17. Performs other supervisory functions and may need to oversee the Unit in the absence of the CIB’s Manager and Director.


MINIMUM QUALIFICATIONS

EITHER I

Experience:

The equivalent of one (1) year of full-time experience in the class of Senior Latent Fingerprint Examiner in the Alameda County classified service. Full-time experience must include actual processing of fingerprint records or latent casework without training supervision.

OR II
Experience:

The equivalent of two (2) years of full-time experience in the class of Latent Fingerprint Examiner or Senior Fingerprint Examiner in the Alameda County classified service.  Full-time experience must include actual processing of fingerprint records or latent casework without training supervision.

OR III
Experience:

The equivalent of three (3) years of full-time experience in a class equivalent to or higher than Latent Fingerprint Examiner or Senior Fingerprint Examiner, in any law enforcement agency which provides Tenprint and Latent identification services including at least one (1) year of supervisory, senior, or lead experience in the forensic area.

Special Requirement:

  • Incumbents must be willing to work shifts, including weekends and holidays, and must be available to work overtime when necessary.
  • Vision:  Using both eyes, must have far vision of at least 20/100 without glasses, correctable to 20/20 with glasses.  Must have near vision, as measured by optometric examination, sufficient to perform fingerprint identification, classification, and related duties.
  • Must be able to lift and carry 30 pounds.
  • Must be able to type 40 words per minute.
  • Successful completion of a thorough background investigation.
License:

Possession of a valid California Motor Vehicle Operator's license.
