DESCRIPTION

Under general supervision of the Identification Supervisor in the Central Identification Bureau, to learn to perform the duties of classifying, registering, searching and identification of fingerprints in the Automated Fingerprint/Biometric Identification System (AFIS/ABIS); assist other city, county, state and federal agencies with fingerprint and identification work; and to do related work as required.

DISTINGUISHING FEATURES

The classification of Fingerprint Examiner is an entry level classification in the Alameda County Sheriff’s Office.  Fingerprint Examiners work under close supervision in the Central Identification Bureau (CIB) and receive on-the-job training.  This classification is distinguished from the next advanced level class of Senior Fingerprint Examiner in that the latter is responsible for handling the more complex and diversified fingerprint examiner transactions.


EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  1. Classifies fingerprints by examining them with a magnifying glass to determine pattern types.
  2. Makes identification of subjects based on comparison of fingerprints using a magnifying glass and/or side-by-side fingerprint computer screen images.
  3. Operates and monitors facsimile, CAL-ID Systems including fingerprint card scanner, digital imaging and automated fingerprint identification systems.
  4. Evaluates and completes AFIS/ABIS processing of criminal and registrant fingerprint records and supporting documents.  Reviews fingerprint, data, and mugshot images for quality assurance, completes and files process logs, submits fingerprint records to state and federal agencies after local search.
  5.  Evaluates and processes deceased, local applicant fingerprint records, and specialized fingerprint searches through local AFIS/ABIS, forwarding fingerprint records to state and federal agencies as required.
  6. Documents system problems and contacts appropriate submitting agency personnel and/or service technicians as needed.
  7. Operates computer terminals to identify, collect, maintain, and retrieve offender fingerprint records including digital images and like identification records from various databases.
  8. Conducts manual and automated fingerprint record file searches, prepares, seals, and purges documents in all CAL-ID systems and County CORPUS/CRIMS, as required.
  9. Demonstrates continued proficiency in comparison and related processing.
  10. May perform criminal record corrections to maintain CAL-ID database records on fingerprint, data, and digital images.
  11. May assist with notifications to local, state, and federal agencies of fingerprint record sealing, purges, and corrections.
  12. Files fingerprints and maintains the manual fingerprint files.
  13. Prepares court documents and may testify in court regarding fingerprint identifications, system, and/or criminal fingerprint record processing.
  14. May assist Senior Fingerprint Examiners and/or Identification Supervisors with special non-criminal fingerprinting assignments.
  15.  Performs clerical tasks and prepares reports as required.
  16. May assist in completing monthly statistical reports as required.
  17. Perform other related duties as required.


MINIMUM QUALIFICATIONS

EITHER I
Experience:

The equivalent of one (1) year of full-time experience in the class of Clerk II or a higher-level clerical class in the Alameda County classified service.  

OR II
Experience:

The equivalent of two (2) years of full-time clerical experience.  

Substitution:

One (1) full year of study in a Police Science curriculum from an accredited college or university may be substituted for the experience.

License:

Possession of a valid California Motor Vehicle Operator's license.

Special Requirements:

  1. Vision:  Using both eyes, must have far vision of at least 20/100 without glasses, correctable to 20/20 with glasses.  Must have near vision, as measured by optometric examination, sufficient to perform fingerprint identification, classification and related duties.
  2. Must be able to lift and carry 30 pounds.
  3. Must be able to type 30 words per minute.
  4. Successful completion of a thorough background investigation.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
