DESCRIPTION

Under general supervision, incumbents receive, examine, prepare, process and maintain a variety of child support information and documents; provide lead supervision to Child Support Assistant staff; assist with staff training, and perform other work as required.

 

DISTINGUISHING FEATURES

This is the specialized/advanced journey level classification in the Child Support Assistant series located in the Alameda County Department of Child Support Services (ACDCSS).  Incumbents perform a variety of duties of a complex and technical nature in applying legal statutes and rules requiring expertise and specialized knowledge, independent interpretation, problem solving, and research of complex documents.  Positions at this level are distinguished from the next lower levels of Child Support Assistant I and II by the complexity and difficulty of the work performed.  The Child Support Assistant III level may also provide lead supervision and training to Child Support Assistant staff.   Incumbents are expected to rotate throughout the various units of ACDCSS as needed to meet the staffing and training needs of the department.


EXAMPLES OF DUTIES

NOTE:  The following are the duties performed by employees in these classifications.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.   

1.  Leads, plans, and reviews the work of Child Support Assistant staff; advices the supervisor of staff workloads, work quality, training and performance matters.

2.  Provides training and on the job assistance in processes and procedures used to perform the duties of the Child Support Assistant position.

3.  Receives and sorts incoming mail, correspondence, forms,  legal documents, etc.

4.  Determines appropriate action for all incoming mail including how to record and where to route for action.

5.  Tracks and logs all contacts; updates and maintains child support related information in appropriate systems.

6.  Assists Child Support staff by accessing and retrieving child support related information, locating individual documents, and gathering necessary information in preparation for legal action and casework activity.

7.  Takes action to locate case participants using a variety of federal, state and local restricted databases, as well as numerous public databases.

8.  Takes action to determine case participant employment, income, health benefits coverage, etc. using a variety of research and investigative methods.

9.  Records detailed information in child support records and on appropriate forms to document case activity and the outcome of investigations.

10.  Conducts interviews with case participants to gather information.

11.  Assists the public with a wide variety of customer inquires in a professional and courteous manner.

12.  Performs research in various computer system programs, reviews documents, and identifies and corrects errors.

13.  Distributes, receives, prepares and processes child support and other official documents; examines for authenticity, accuracy and completeness according to specific legal guidelines or criteria in order to process documents on behalf of the Department of Child Support Services.

14.  May receive and process child support payments.

15.  Leads or assists with departmental initiatives and projects that support organizational goals and objectives.

16.  Develops or updates applicable procedures and makes procedural recommendations to the supervisor.

17.  Attends and participates in off-site trainings and other child support related events in order to support organizational goals and objectives.

18. Authenticates child support related documents for processing.

19. Arranges for paternity tests.


MINIMUM QUALIFICATIONS

Education:  

Graduation from high school or possession of a Certificate of Proficiency issued by the California State Board of Education, or possession of a G.E.D. certificate.

AND

EITHER I

Experience:  

The equivalent of one year of full-time experience in the class of Child Support Assistant II, or in an equivalent or higher-level clerical class in Alameda County classified service.  

OR II 

The equivalent of two years of full-time clerical experience performing duties of a complex and technical nature applying policies, rules, codes, laws, ordinances, and/or procedures requiring expertise and special knowledge in a child support or law office.  

 

Substitution:  

The equivalent of an associate degree (completion of 60 semester or 90 quarter units) from an accredited college or university may be substituted for 6 months of the required experience in either patter above.  

 

Special Requirements:  

1.  Accurately type at a minimum or 40 net words per minute from clear copy.  

2.  Must possess a valid California State Motor Vehicle Operator’s license.  

3.  A thorough pre-employment background investigation, including fingerprinting will be conducted of all candidates who have accepted a conditional offer of employment to ensure suitability for child support related work.  A felony conviction may be disqualifying.  

 

NOTE:  The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
