DESCRIPTION
Under direction of the Assistant Risk Manager, or Director, Risk Management, the Risk Coordinator assists in coordinating and monitoring the County’s claims, safety, loss prevention, wellness, security, privacy, workers’ compensation and/or return-to-work programs; performs related insurance and risk management, administrative and analytical work; and performs related work as required.

DISTINGUISHING FEATURES

This position is located in the Risk Management Unit of the County Administrator's Office and reports to the Assistant Risk Manager or Director, Risk Management. It is distinguished from the class of Risk Analyst in that the latter is focused upon the area of employee safety, whereas the Risk Coordinator is responsible for coordinating and monitoring multiple program areas in the Risk Management Division. This is a position that independently performs para-professional level work and has definitive responsibilities within specific risk program area(s).

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Assists in the development and implementation of County policies and procedures relating to workers’ compensation, return to work, wellness, liability claims, loss prevention, privacy, safety and other risk management third party administrative operations.
2. Under minimal supervision, processes and settles claims against County property.
3. Manages and approves settlement of general liability claims of moderate complexity.
4. Reviews departmental requests for insurance waivers reviews insurance provisions of contracts, and responds to general insurance questions.
5. Reviews claims of industrially injured County employees to determine the feasibility of returning the employees to the workplace. Works with County agencies and departments to arrange for temporary modified or alternate work assignments and/or to effect reasonable work accommodations for employees with work-related injuries; assists with internal permanent modified work searches.
6. Assists departments with completion of essential function job analyses (EFJAs); collects, analyzes and interprets all information pertinent to workers’ compensation claims for formulating return-to-work and disability management strategies and recommendations; documents case activities; completes and processes required forms and notices.
7. Assists with workplace safety inspections to identify potential unsafe conditions and ergonomic risks; insures workplace conditions are in compliance with State and Federal law and County policy.

8. Assists departments with implementing safety programs and loss control techniques; conducts facility inspections for security purposes, liability claims, loss prevention and insurance valuations.
9. Prepares, coordinates and conducts risk management training sessions and seminars for County employees; prepares related educational aids and materials.
10. Identifies resources that aid in injury prevention and the assessment of return-to-work options for industrially injured workers.
11. Coordinates and consults with departmental and agency management, staff committees, inter-departmental groups, medical and wellness service providers and vendors in order to assist in the identification and development of strategies and procedures for implementing County policies related to risk management programs.
12. May represent the County at formal and informal rehabilitation conferences to negotiate favorable outcomes regarding the provision of disability management and vocational rehabilitation services and may participate in Cal/OSHA formal and informal conferences regarding occupational safety and health issues.
13. Records and analyzes statistical information to measure cost-effectiveness and/or efficiency of various risk management programs including wellness, privacy, claims proceses, internal contracting procedures and return-to-work outcomes.
14. Acts as an educational resource for County staff regarding disability management, wellness, vocational rehabilitation, workers' compensation, Americans with Disabilities Act (ADA), safety, insurance and loss prevention.
15. Prepares various statistical reports, presentations and correspondence; may assist with budget development work, creation and administration of contracts for services.
16. May review disability retirement recommendations and participate in various risk management committees or liaison meetings including Americans with Disabilities Act (ADA) accommodation meetings.

MINIMUM QUALIFICATIONS
Experience:

The equivalent of four years of full-time experience providing and/or coordinating services in workers' compensation, human resources, disability management, claims, insurance, occupational safety or other risk management programs within a large organization. (Possession of a Bachelor’s degree from an accredited college or university with a major in counseling, sociology, psychology, vocational rehabilitation, industrial hygiene, risk management or business administration maybe substituted for two of the required four years of experience).

Licenses:

Possession of a valid California Motor Vehicle Operator's License
