DESCRIPTION

Under general direction, administers the County of Alameda Conference Center as the leading-edge source for innovative learning in the County and the community it serves; provides expert professional assistance to County management and senior management in private and non-profit organizations in the areas of training and organizational development; directs the operation of a 10,000 square foot comprehensive, state-of-the-art conference/teleconference facility and; develops and implements a business plan that operates the center as an entrepreneurial entity for the benefit of its customers and the community.

DISTINGUISHING FEATURES

This is a single position classification reporting to the Director, Human Resource Services. The scope of responsibilities are Countywide and regional, servicing clientele encompassing both internal County departments and employees as well as external customers, including but not limited to high level management from private companies, senior management from other cities, counties and districts and boards and executives from non-profit entities. It is distinguished from the single position classification of Workforce Planning and Development Center Manager (which this position supervises) due to the latter position’s sole focus upon workforce development, including staff training and organizational development programs.


EXAMPLES OF DUTIES
NOTE: The following are duties performed by employees in these classifications. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Develop and direct the design of business, strategic and marketing plans for the successful operation of the Training and Education Center in its role as the leading-edge source for innovative learning in the County and the regional community it serves for the purpose of increasing productivity and public service.

2. Develop and direct the implementation of goals, objectives, policies, procedures and work standards for the Training and Education Center.

3. Assist in the development, modification and implementation of the business, strategic plans of other County departments in support of County executives and their staff.

4. Direct the preparation and administration of the Training and Education’s budget. Effectively plan and generate revenue to expand the future operation of the Training and Education Center.

5. Select, train, plan, organize, administer, review and evaluate the activities of subordinate management, professional and support staff and contract and volunteer trainers.

6. Develop and direct the successful operation of separate businesses (services and products) which are provided through the Training and Education Center. Evaluate revenue potential, manage costs and invest resources for the enhancement of services and products for internal County and external customers.

7. Design and direct the technical aspects and utilization of a 10,000 square foot high-tech facility that provides computer training, video and teleconferencing services, built-in audio visual systems and high-end projection capabilities.

8. Develop and direct development programs for executive, mid-management, and line staff in various areas, i.e., online learning, reengineering, organizational development, entrepreneurial government and leadership, and customer focused, high quality services.

9. Analyze and establish appropriate resource levels needed to support the efforts of the Training and Education Center, e.g. staffing levels and patterns, skills mix and seasonal needs.

10. Develop and deliver technical reports as well as overviews to a broad constituency including but not limited to the Board of Supervisors, County executives and management, employees, and other regional customers.

MINIMUM QUALIFICATIONS
Education:

Possession of a Bachelor’s Degree from an accredited college or university with major study in organizational development, instructional design or education, public or business administration, industrial psychology or a closely related field, Master’s Degree preferred.

AND

Experience:

The equivalent of seven or more years of professional level organizational development and training experience, at least four of which have been in the strategic design, administration, and marketing of training and development programming in a large public agency or company.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
