DESCRIPTION
Under direction, to direct, supervise and perform varied technical accounting, auditing and statistical work; to examine, analyze and verify fiscal records and reports; to prepare analytical, narrative, statistical and accounting reports; and to do related work as required.

Positions in this class are found in various county departments which require the service of a trained, Supervising Accountant or Auditor. Positions in this class are flexibly staffed with the class of Supervising Accountant I and incumbents are expected to promote to the latter no later than completion of the probationary period for this class. Positions in this class and in the Supervising Accountant I class have supervisory responsibility for clerical staff involved in accounting work.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Reviews or supervises the review of departmental financial statements and reports for technical defects for arithmetical accuracy, prepares worksheets and narrative and statistical reports on findings; balances and reconciles expenditures and encumbrances to appropriations.

2. Examines or supervises examination of ledgers and other fiscal records for technical defects and arithmetical accuracy; runs tapes, spot checks entries and prepares worksheets; prepares reports on findings; develops claims for reimbursement.

3. Assists in or supervises difficult departmental field audits; performs less difficult departmental field audits; examines fiscal records, spot checking entries and preparing worksheets; analyzes fiscal record-keeping system of departments; prepares reports on findings and recommendations; assists in the installation of new systems and in the implementation of modifications to existing systems.

4. Keeps or supervises the keeping of fiscal records for a section of a department with varied accounting functions; examines, verifies, approves and screens fiscal documents such as vouchers, warrants, requisitions, purchase orders, receiving records and invoices; records transactions in subsidiary and general ledger; prepares trial balances, reconciliations and worksheets; prepares a variety of accounting, statistical and narrative reports for department use, County Auditor and other agencies.

5. Audits or supervises the audit of equipment and fixed property inventories for tax assessment purposes; inspects premises; interviews property owners; examines a variety of accounting records and reports. Makes value judgments for ad valorem tax assessment purposes and prepares audit reports.

MINIMUM QUALIFICATIONS
Either I

Education:

Possession of a bachelor's degree from an accredited college or university in a curriculum that included or was supplemented by completion of courses in elementary and advanced accounting, auditing and business law given by a college grade residence institution for correspondence school.

Or II

Experience:

The equivalent of three years of full-time experience in fiscal clerical work that included responsibility for an integrated double-entry bookkeeping system, at which one year must have been in a supervisory capacity.

Or III

The equivalent of two years of experience in governmental accounting, which included responsibility for balancing and reconciling expenditures and encumbrances to appropriations, developing claims for reimbursement; compiling and preparing statistical and accounting reports; one year of which must have been in a supervisory capacity.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• General accounting and auditing principles, theory and procedures.
• Business office management; principles of business personal property appraisal.
• Principles of personnel supervision.

Abilities:

• Learning the principles, laws and procedures involved in the County's accounting and auditing functions and apply them to the specific requirements of individual departments.
• Establishing and maintaining cooperative relationships.
• Analyzing data and drawing logical conclusions.
• Preparing comprehensive and concise written reports.
